The City of Manteca (City) is soliciting ELECTRONIC REQUEST FOR PROPOSALS (RFPs) from professional consulting firms to prepare the City's Storm Drain Master Plan. Refer to Table 1 for RFP deadlines. A major focus of this Storm Drain Master Plan is to determine the sustainability of the City's capability and capacity to treat incoming Storm Drain flows. The goal is to provide approaches and strategies that provides long-term reliability (20 years and beyond) and shields the City, to the extent possible, from regulations, and increased labor, material, and construction costs. Firms submitting proposals for this project must have a project manager licensed as a Professional Engineer in the State of California and have experience in the field of Storm Drain system, treatment, operation, and maintenance of municipal Storm Drain systems. The main objectives of the Storm Drain Master Plan include: Review of current and future stormwater regulatory requirements Methods to achieve a high level of system reliability and efficiency for current and future demands during normal, and emergency situations Development of the City's Storm Drain system hydraulic model from the pipe network - the City does not have a working model and a new model would need to be created as part of the scope of work included in this RFP Development of a Capital Improvement Program (CIP) and implementation schedule based on Storm Drain capacity and condition of assets Asset condition assessment of existing storm water assets Review of potential funding sources (i.e. Local, State, and Federal grants) Question Deadline 07/10/2025 at 5:00 PM PT Award of Contract (tentative) N/A Week of August 19 Issue Notice to Proceed (tentative) N/A Week of August 20 The method of Contractor Selection has not been Determined at this time.
