Site work and renovation of a mixed-use development in Bremerton, Washington. Completed plans call for site work for a sidewalk / parking lot; and for the renovation of a military facility.

This task order for B467 is to remove and replace the roof sections of the 8th and 9th floor, including an additional area of roofing next to the NW stairwell. Add a pedestrian elevated walkway on the 9th floor, and re-seal each of the south section, 7th floor windows. All work must be coordinated with on-going operations in the immediate area, in and around building 467. The contractor shall coordinate all laydown areas and access with the government representative. Period of Performance (POP) for all work in this CLIN is 365 calendar days from task order award. Disclosure of the Magnitude of Construction projects: Between $1,000,000 and $5,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. N4425526RB002 Question Deadline 10/29/2025 submit all questions in writing via a PPI form and include only one question per form. The PPI format is provided in RFP Enclosure (2). PPIs shall be submitted via email to lea.m.hopkins.civ@us.navy.mil and a copy to jason.a.lewis34.civ@us.navy.mil. PPIs will be accepted up to five (5) business days following the site visit. Product Specifications A. Roofing Material 60 mil PVC Membrane B. Clad metal flashing and scuppers for PVC Membrane C. Mastic, adhesives D. Drains and /or drain inserts E. Walkway pads F. Stainless Steel Caps G. Directional cellular antenna brackets H. Standing Seam Galvalume Metal Roofing, 24 g, mechanical double lock I. Perforated Interlocking Metal Soffit Panels J. Clad Metal Flashing for standing seam K. Galvanized elevated pedestrian walkway with railing on both sides L. Exterior walkway lights and light sensor M. Exterior window sealant N. Exterior wall paint O. Ceiling Tiles P. Bird spikes A. The contractor shall coordinate with the government representative. B. The contractor is responsible for verifying all existing site conditions, dimensions, and materials prior to the start of work. C. The contractor will supply all labor, material, and equipment needed to complete this task order. D. 9 th Floor Roof Replacement - Roof Section J 1. The contractor shall demo the existing metal roofing, flashing and soffit on the 9th floor roofing section. All of the sides will be left attached and not replaced, including any antennas and cameras so there is no disruption of this equipment. 2. The contractor shall install a new layer of ice and water shield over the existing insulation, then install all new 24 gauge standing seam metal roofing, flashing and soffit for this roofing section. The metal roofing will need to have a minimum of 2 coats of the PVDF marine environment protection equivalent or better. 3. All joints and seams are to be fastened and sealed, assuring the products are secure with the heavy wind this section can get. This will include the side walls to seal any holes and joints on all four sides that match the existing color. E. 8th Floor Roof Replacement - Roof Section I 1. The contractor shall demo the existing PVC roofing, scuppers, drains and insulation of the 8th floor roof down to the metal sub straight. The stainless wall caps with lightning protection will remain attached and not replaced. 2. The contractor shall have both HVAC units disconnected and lifted, with the PVC roofing under them replaced with new PVC and a stainless cap. The contractor will assure each HVAC unit is reattached and operational. 3. The lighting and concrete blocks supporting the conduit on the pathway are to be removed and disposed of with temporary support put under the conduit. 4. The contractor shall remove and replace an estimated 20% of rotten underlayment or sub straight. 5. The contractor shall re-roof this section with a 60-mil, fully adhered PVC membrane roof system to include a minimum of 5" Polyiso rigid insulation and 1/2 " cover board, flashings, scuppers and roof drains immediately associated with the roof section. No mechanical fasteners are to be placed between the 60-mil membrane and the cover board unless specifically approved in writing. 6. The roof drains and scuppers must be removed and replaced with the roof manufacturer recommended drains. Each of the drains and scuppers will need to have good connections, being assured there are no clogs or leaks when complete. The PVC membrane is to be tucked up under the wall flashing, and wall caps, to include the railing bracket mounts, and sealed. 7. The contractor shall install a galvanized elevated walkway from the northern stairwell of this roof section to the Port Ops office door that matches the existing railing on this roof already. This walkway will have railing on both sides with steps in each direction, built per the attached drawings. 8. The contractor is to mount the existing electrical conduit and new LED lighting to one side of the walkway and down the full length, similar to the existing 7th floor walkway. 9. The contractor shall provide and install approximately 200 lf of walkway pads on the PVC roofing from the elevated walkway, to fully wrap around both of the HVAC units and the Port Ops section, including the west side of the railing, out to the south edge and down to the drain on the far west wall. F. 7 th Floor Roofing Drain Repair - Roof Section A, east side 1. The contractor shall remove and replace one of the roof drains on the east side noted in the drawings with a roof manufacturer recommended drain. 2. The contractor shall seal the new drain and any joints to the existing roofing material assuring there are no leaks. G. 7th Floor Roofing Repair - Roof Section A, west side, south of section C 1. The contractor shall demo the 1500 sf area marked in the drawing of the 7th floor roof of the existing PVC roofing, scuppers, drains and insulation down to the concrete deck. The area is approximately a 50' x 30' section. 2. The contractor shall work around the existing conduit and temporally support during the roof replacement. 3. The concrete deck will need any loose debris removed and cracks filled in with a watertight sealant. 4. The contractor shall re-roof this section with a 60-mil, fully adhered PVC membrane roof system to include a minimum of 5" Polyiso rigid insulation and 1/2 " cover board, flashings, scuppers and roof drains immediately associated with the roof section. No mechanical fasteners are to be placed between the 60-mil membrane and the cover board unless specifically approved in writing. 5. The roof drains and scuppers must be removed and replaced with the roof manufacturer recommended drains. Each of the drains and scuppers will need to have good connections, being assured there are no clogs or leaks when complete. The PVC membrane is to be tucked up under the wall flashing, and wall caps, to include the conduit bracket mounts, and sealed. 6. The contractor shall support all the conduit with a new dura-block type support block or similar product. 7. The contractor shall provide and install approximately 50 lf of walkway pads on the PVC roofing in this section. H. 7th Floor Cellular antenna remounting and cleanup - Roof Section B, west side 1. The contractor shall install new cellular antenna brackets to the safety railing on the west side of roof section B. 2. The contractor is to remount the cellular directional antennas to each new bracket making sure to keep the antennas facing their existing direction towards their dedicated cell towers. 3. The contractor is to demo and dispose of the old antenna brackets, support pads and roofing debris. The contractor is to clean the PVC roof area within 10 feet of the stands removed. I. 7 th Floor Windows - South Facing Windows 1. The contractor shall remove all the sealant and clean any loose debris around each of the 7th floor windows facing the south side of B467. 2. The contractor shall repair any loose concrete and fill in any cracks within five feet surrounding each window. 3. The contractor shall apply a new exterior sealant around each window and apply any paint as needed. 4. The contractor is to clean all of the glass on the 7 windows upon completion.
