This project consists of furnishing all labor, equipment, materials, and incidentals necessary to conduct clearing and grubbing, demolition and removal of existing facilities, excavation, rehabilitation and new construction of campsites, including single, double & group camp sites, construction of tent pads, outdoor recreation access routes (ORARS), installation of vault toilet buildings, placement of additional aggregate base material, re-grading of base material, placement of new concrete, paint traffic markings, installation of facility signs, installation of picnic tables, service tables, fire rings, food storage lockers, installation of wheel stops, furnish & installation of aggregate base, and all other aspects shown on the project plans. 2.0 Background N/A 3.0 Location From North Fork, CA. head east on Rd225, at the traffic circle, take the second exit and stay on Rd225, travel 4.1 miles, merge onto Minarets Road and travel 2.3 miles until reach Redinger Overlook (37.179614, -119.434216). 4.0 Estimated Start Date / Period of Performance The contract time for this project is 150 days, including delays for weather and final site cleanup. Notice to proceed will be issued considering the lead time for manufacturing and delivering vault toilets. 5.0 Drawings and Specifications [X] GAOA_Recreation Site Rehab Specifications (107 Pages) [X] Drawings, including construction details to install items listed on schedule of items. (28 Pages) [X] "Standard technical specifications. 6.0 Restrictions on Work Include any restrictions on work such as the following (edit to fit project) _ Work hours are limited to non-holiday weekdays, Monday - Friday, 0700 - 1700. Work site much be clear by noon the Friday before a Monday holiday. _ In accordance with the fire plan, if included in Section J. _ When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage. _ For sites requiring archaeology monitoring, contractor must notify COR at least 24 hours prior to any ground disturbing activities and no ground disturbing activities may occur without a Forest Service archaeologist on site. _ When the Contracting Officer or designated representative determines that work must stop due to the presence of archaeological artifacts. _ Contractor is responsible for the security of their tools and equipment at all times. _ Contractor is responsible for removal and disposal all excavated dirt and shall not leave excavated dirt scattered over the site, unless approved by the COR. _ All trash and loose materials shall be secured by the contractor daily. _ The Contractor is responsible for installing sediment control devices, such as silt fence, to prevent sediment runoff to nearby areas. Excavation work shall not commence until sediment control devices have been installed and approved by the COR. _ The Contractor shall not use Government trash facilities without the COR'S approval. _ All construction debris remains the property of the Contractor and shall be properly disposed of off National Forest Land. _ The contractor will be able to utilize the Forest Service Roads; however, the Contractor will be responsible for any damage to the roads due to construction activities. The contractor shall be responsible for obtaining permission to use all other roads and staging areas. _ Special instructions will be provided for the work on Beasore Loop due to sensitive areas, contractor shall work closely with Aquatics biologists to protect wildlife. The following sites have limited operation periods, and no work will be allowed during this time. A FS organized pre-proposal site visit will NOT be held. The project locations are open to the public and can be viewed by each prospective offeror. In no event shall failure to inspect the site constitute grounds for a claim after contract award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
