The U.S. Army Corps of Engineers Louisville District intends to issue a Request for Proposal (RFP) W912QR26RA018 for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Historically Underutilized Business Zone (HUBZone) Multiple-Award Task Order Contract (MATOC). The contract will cover design-build and design-bid-build construction, renovation, and related support services for Military Construction (MILCON) and Operations and Maintenance (O&M) funded projects for the U.S. Army, U.S. Air Force, Army Reserve, and Air Force Reserve programs within the Louisville District Area of Responsibility. The acquisition will be a 100% HUBZone Small Business Set-Aside. The Government anticipates awarding seven Firm-Fixed-Price MATOC contracts, each with a five-year ordering period and an option to extend up to six months under FAR 52.217-8. The total contract capacity will not exceed $200,000,000. The North American Industry Classification System (NAICS) code for this effort is 236220 - Commercial and Institutional Building Construction. The construction magnitude for the sample project is estimated between $5,000,000 and $10,000,000 in accordance with FAR 36.204. The procurement will follow a two-phase Best Value Trade-Off source selection process. Phase I will evaluate Past Performance and Technical Approach, and the highest-rated proposals will advance to Phase II, which will consider Design/Technical, Management Approach, and Price. Pro Forma information such as bonding and financial capability will also be required. The Government intends to award without discussions. The solicitation is expected to be released on or about January 1, 2026, and will be available electronically at https://sam.gov. Offerors must maintain active registration in the System for Award Management (SAM) database to be eligible for award. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
