The City of Mequon Sewer and Water Utilities are seeking proposals for a consultant to guide and assist the City in the design and selection of a new SCADA system. The consultant will design the new SCADA system, create a RFP, assist the City in reviewing returned proposals, and ultimately selecting the new SCADA system vendor or integrator. The current City of Mequon SCADA system has reached the end of its life cycle. The Water and Sewer Utilities are looking to upgrade their current system and would like to include new technologies, if applicable. The Water Utility operates 7 stations. The SCADA system monitors parameters like: water pressures, pump operations, water flow, flood alarm, and power loss at various pump houses. The Sewer Utility owns/operates 23 Lift Stations. The SCADA system monitors the Lift Station pumps and onsite generators. The current system monitors wet well levels, pump status, power loss, generator status and allows our users to make adjustments to set points and pump cycling. The SCADA system alerts both users of any alarms within their individual system. The SCADA system calls out for any alarms. Each Utility has a computer that displays data on their respective equipment, these computers can be accessed remotely. Questions for the Utilities should be gathered into one email communication from the prospective proposer and submitted to the Jeremy at jweinrich@cityofmequonwi.gov All inquiries must be received by July 14th, 2025. All inquiries made by prospective bidders will be answered by the City and will be submitted to all interested parties in order to ensure that all parties are operating with the same information. This RFP is for consulting services to assist the city in developing an RFP for contractors to bid on a replacement SCADA system to monitor and control the infrastructure owned and operated by the Mequon Municipal Water Utility and Mequon Municipal Sewer Utility. The goal of this project would be to: o Gain understanding of the existing system from city staff o Interview each utility to understand what they really need from a SCADA system o Search current technologies available to determine the best fit for the Utilities needs o develop a RFP for the system that would best serve the two utilities and bid out that system to various system integrators or SCADA vendors. o Assist the City in reviewing, evaluating, and selecting the SCADA Vendor utilizing the created RFP. The City of Mequon reserves the right to modify and waive any and all informalities or technicalities, or to reject any and all proposals and/or parts thereof, and to accept that proposal which it deems most favorable for the City. Targeted completion date is October 31st, 2025. The City will work with selected vendor to extend the time schedule for design if deemed necessary due to unforeseen conditions. Time is of the essence in this project. The method of Contractor Selection has not been Determined at this time.
