Renovation of a mixed-use development in Phoenix, Arizona. Completed plans call for the renovation of a museum; and theater / auditorium.

The purpose of this Request for Qualification (RFQ) is to establish a qualified vendor list that can provide historic property repair services for a five-year period on an as-needed basis, in support of the Phoenix Convention Center (PCC) & Venues specifically but not limited to The Orpheum Theatre. Contractors will provide site evaluations, base estimates, labor, equipment, and materials, in order to responsibly maintain and restore historic elements such as painting and interior wall repair as well as all other historic elements at The Orpheum Theatre and other PCC & Venues historic elements. This contract supports PCC & Venues Strategic Plan to ensure Phoenix residents have quality artistic and cultural venues, as well as promoting a strong arts and culture infrastructure. All work required under this contract must be approved by the authorized department representative (ADR) before commencement of work. Written Inquiries Due Date: July 17, 2025, 2:00pm All questions that arise relating to this solicitation should be directed via City's online and must be received by the due date indicated in the Schedule of Events. The City will not consider questions received after the deadline. No informal contact initiated by Offerors on the proposed service will be allowed with members of City's staff from date of distribution of this solicitation until after city council awards the contract. All questions concerning or issues related to this solicitation must be presented in writing. The Procurement Officer will answer written inquiries in an addendum and publish any addenda on the City's online. Fixed Offer Price Period All offers shall be firm and fixed for a period of 180 calendar days from the solicitation opening date. Offeror must not take any exceptions to any terms, conditions or material requirements of this solicitation. Offers submitted with exceptions may be deemed non-responsive and disqualified from further consideration in the City's sole discretion. Offerors must conform to all the requirements specified in the solicitation. The City encourages Offerors to send inquiries to the Procurement Officer rather than including exceptions in their Offer. If the Contractor fails to deliver the supplies or perform the services within the time specified in its contract, or any extension thereof, the actual damages to the City for the delay will be difficult or impossible to determine. Therefore, in lieu of actual damages, the Contractor shall pay to the City as fixed, agreed and liquidated damages for each calendar day of the delay, the amount of $500.00. The City may terminate this contract in whole or in part as provided in the "Default" provision. In that event, the Contractor shall be liable for such liquidated damages accruing until the City may reasonably obtain delivery or performance of similar supplies and services. The Contractor shall not be charged with liquidated damages when the delay arises out of causes beyond its control and without fault or negligence, as determined by the City. The Chief Procurement Officer will be the sole judge in determining the liquidated damages. The City reserves the right to award a contract by individual line items, by group, all or none, or any other combination most advantageous to the City. The City reserves the right to award multiple contracts. The City reserves the right to change dates, times, and locations, as necessary. The City does not always hold a Pre-Offer Conference or Site Visit. All times in the Schedule of Events are Local Phoenix, AZ Time.
