This Request for Proposals (the "RFP") is an invitation by the City of St. Albert (the "City") to prospective proponents to submit proposals for a Housing Needs Assessment and Housing Affordability Strategic Plan, as further described in Section A of the RFP Particulars (Appendix B)(the "Deliverables") to inform investments, guide policy, and be used to assist with decision making towards the development of non-market and market housing over a 10-year planning horizon. In March 2025, the Government of Canada announced it would be providing the City of St. Albert with $11.8 million in funding through the Housing Accelerator Fund (HAF) grant program administered by the Canada Mortgage and Housing Corporation (CMHC). A key requirement of this program is the completion of a housing needs assessment in compliance with federal requirements. The Housing Needs Assessment and Housing Affordability Strategic Plan will be expected to complement the City of St. Albert's Housing Action Plan comprising of the following seven (7) approved HAF initiatives: Transit Corridor Intensification Strategy Quick Wins/Redistricting Zoning Changes Neighbourhood Intensification Strategy Public Lands Redevelopment Strategy for Housing Electronic Building Permit Processing Program Parking Regulation Study to Reduce Parking Development Concierge Service Program Engagement with key stakeholders in the housing sector, including non-profit housing providers, developers, residents and the social service sector will be a valued component of the needs assessment, also informing the Housing Affordability Strategic Plan. Proponents are encouraged to be creative and respond to the range of needs identified through this project. The City of St. Albert is an urban municipality of approximately 72,320 residents located immediately adjacent to the northwest border of the City of Edmonton. St. Albert is primarily a residential community with a mixture of both old and newer neighborhoods, two light industrial parks, retail and commercial business areas, and numerous recreational parks. St. Albert's location within the Edmonton Metropolitan area means that implications for growth and employment areas extend far beyond the City's corporate boundary Question Deadline: Tue Jul 15, 2025 2:00 PM (MDT) Duration in months: 12 The method of Contractor Selection has not been Determined at this time.
