The project includes the following work: In general, the project includes milling and asphalt paving on portions of Honeysuckle Drive, Spruce Street, Cottonwood Drive, Tom Sawyer Trail, Main Street, Prairie Street, Maple Street, Walnut Street, Grand Avenue, and Tiger Street. The trade work includes traffic control, erosion control, pavement removal, asphalt milling, subsurface utility adjustments, and asphalt paving. A Bid Security shall accompany each bid as specified in the bidding documents. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages. Per SDCL 5-18A-14, the City of Harrisburg reserves the right to reject any or all bids or any parts thereof. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
