Upgrades to the biosolids storage building at the Harrisburg Water Reclamation Facility, including the addition of walls on the north and west sides of the structure, modifications to the building structure, and modifications to the foundation structure. Bidders must submit proposals on the prescribed form, with proposals rejected if they show any conditions or uncalled for alternate bids. All bids shall be based on cash payment according to the terms of the bid specifications. Each proposal must be accompanied by a certified check, cashier's check, or draft for five percent of the amount of the bid, certified or issued by a State or National bank domiciled within the State and payable to the City of Harrisburg, South Dakota, or a bid bond for ten percent of the amount of the bid, issued by a surety authorized to do business in the state and payable to the City of Harrisburg, South Dakota. This sum guarantees that if the proposal is accepted, a contract will be entered into and its performance secured. The City of Harrisburg reserves the right to retain the bid security of the three lowest bidders for up to 30 days after the bid opening, and reserves the right to reject any or all bids or any parts thereof.
