Each proposal shall contain the full name and address of each person or company submitting the same and all parties interested therein and shall be accompanied by a Bid Guaranty and Contract Bond in the sum of 100% of the amount of the bid or a certified check in the amount of 10% of the bid, payable to the Lepper Library Board of Directors, as a guarantee that if the proposal is accepted, a contract will be entered into. The Library Board of Directors reserves the right to reject any or all bids submitted and to waive any informalities or irregularities in any bid received, and to determine the lowest, responsive and responsible bidder in accordance with the methods and criteria in the bidding documents.
