Site work and paving for a mixed-use development in Norwalk, Connecticut. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
This project includes but is not limited to providing all labor, equipment, etc. for paving the roads depicted on the Detailed Scope of Work. The awarded bidder is responsible for incidentals related to paving such as traffic control, reclaiming/milling, paving, driveway adjustments, sidewalks, pavement markings, resetting structures, etc. Questions Due Date: Jul 16th 2025, 2:00 PM EDT Online Portal . All questions pertaining to this bid shall be directed to Carleen Megaro, Purchasing Agent, at cmegaro@norwalkct.gov Project Description: This project includes but is not limited to providing all labor, equipment, etc. for paving the roads depicted on the Detailed Scope of Work. The awarded bidder is responsible for incidentals related to paving such as traffic control, reclaiming/milling, paving, driveway adjustments, sidewalks, pavement markings, resetting structures, etc. Evaluation of Bids: The City will evaluate the lowest responsible bidder for each of the three (3) options: Base Bid, Base Bid + Alternate 1, Base Bid + Alternate 2. Based on available funding The City will determine which option will be awarded after evaluating the bid results. Said determination by The City would be final. The minimum prevailing wage rates to be paid for labor of the various classifications shall be in accordance with prevailing State and/or Federal Wage Rates, Schedules provided within the Contract Documents. See Special Notes for further information. All bidders are required to inform themselves fully regarding all conditions impacting the construction of the Project described herein. This responsibility shall include carefully examining plans, specifications and all other requirements for the project, including the contract documents, as well as personally examining and inspecting the location of the project and all conditions impacting the work to be performed, together with the local sources of labor, supplies and materials. Each bidder must understand the conditions impacting the required performance of the work. All claims of any misunderstanding or lack of information regarding any of the foregoing shall be waived as a result of the responsibilities hereunder. Time Provisions a. This Agreement shall remain in effect commencing the day of the notice to proceed (September 2025) and ending May 15, 2026 (the city assumes substantial completion within the 2025 construction season with an allowance of time in the spring of 2026 for punch list work). During this effective term the CONTRACTOR shall remain available to perform any additional Services required by the CITY, at the request of the Chief of Operations & Public Works, within the Contract budget. For each calendar day that any work remains uncompleted after the date specified for the completion of the work provided in the Contract, the amount of ONE THOUSAND DOLLARS ($1,000.00) per calendar day will be deducted from any money due the Contractor, not as a penalty but as liquidated damages; provided, however, that due account shall be taken of any adjustment of the contract time for completion of the work as provided for elsewhere in the specifications. It is important to note that the City intends to collect reimbursement for this project from the State. If delays prevent collection of said reimbursement, then liquidated damages could easily be justified. 4. CHRO CONTRAC
