Yehuda Abraham, Purchasing Agent of the Township of Lakewood, County of Ocean and State of New Jersey will, in the Township of Lakewood Municipal Building, Second Floor, Room C, 231 Third Street, Lakewood, New Jersey, 08701, receive and open bids for the 1st, 2nd, 4th, 9th, Railroad Streets & Monmouth Avenue Roadway Improvements LTPF-2023 project. The scope of the project includes, but is not limited to road reconstruction, milling, paving, concrete sidewalk, concrete driveway aprons, curb ramps, detectable warning surfaces, curb, pavement striping, inlet repairs, installation of inlets and pipes, and site restoration. All work on this contract shall be completed within ninety (90) calendar days. The Township intends to award a contract on Thursday, August 7, 2025, and commence work on Monday, September 15, 2025. Bids must be on the bid form in the manner designated therein and required by the specifications. No Bids Are to Be Dropped Off at the Engineer's Office. The Township of Lakewood reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Lakewood. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Lakewood in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary money to do the work being provided by the Township of Lakewood in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Lakewood in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq., N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et.seq.) The contractor is further notified he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration for any named subcontractors in accordance with the act. Every request for such interpretations should be in writing addressed to the Engineer at the address given in the Notice to Bidders (Advertisement) and to be given consideration must be received at least nine (9) working days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications which, if issued, will be mailed by certified mail with return receipt requested to all prospective bidders (at the respective address furnished for such purposes) or by certified facsimile transmission (meaning that the sender's facsimile machine produces a receipt showing date and time of transmission and that the transmission was successful), or by delivery service that provides certification of delivery to the sender, not later than seven (7) working days prior to the date fixed for the opening of bids. The issue of interpretation shall not relieve such bidder from any obligation under his bid as submitted. All addenda so issued shall become part of the Contract Documents. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2.
