The purpose of this Invitation for Bids (IFB) is to establish a Contract with one (1) qualified and experienced Contractor to reconstruct the existing platforms and construct new elevators at the Alexandria Station, located at 110 Callahan Drive, Alexandria, VA 22301, as well as to replace the existing railroad structures over King Street and Commonwealth Avenue, and associated site/civil work. The Alexandria Station Improvements and Replacement of the Railroad Bridges over King Street and Commonwealth Avenue is comprised of two (2) major components - improvements to the existing passenger station, and replacement of the adjacent structures carrying rail traffic over public roadways. The VRE Alexandria Station is located at the convergence of the VRE Manassas Line and VRE Fredericksburg Line at CSX Transportation (CSXT) Central Division and RF&P Subdivision Milepost CFP-105.19, at 110 Callahan Drive in the City of Alexandria, Virginia. The proposed improvements to the Alexandria Station include re-construction of the existing platforms, construction of new elevators serving the platforms, removal of the existing pedestrian at-grade crossing, and establishing a proper boarding edge along existing Track 1. The main purpose of the proposed improvements is to enhance operational safety and efficiency by removing the existing pedestrian at grade crossing, raising boarding edges to 8" above top of rail along all three (3) existing tracks through the station, and lengthening the boardable edge allowing the doors on all railcars to be opened for boarding. The proposed elevators, and replacement of the existing pedestrian tunnel, will provide enhanced Americans with Disabilities Act (ADA) compliant connectivity between the platforms, without the need for crossing the tracks at-grade. The proposed replacement of the existing structures conveying railroad traffic over King Street and Commonwealth Avenue will modernize the existing structures to enhance safety and reduce future maintenance. The existing open-deck two-span bridge over King Street will be replaced with a new ballasted-deck single span structure, replacing the superstructure and both abutments, and removing the existing pier. The existing open-deck single-span bridge over Commonwealth Avenue will be replaced by a new ballasted-deck superstructure, and one abutment; the remaining abutment will be rehabilitated and modified in place.
