Demolition of Existing 6th Street Water Storage Tank, Which Includes the Removal of an Elevated 50,000 Gallon Steel Water Tank. SUMMARY OF THE WORK: A. Location: The 6th Street Elevated Tank is located at the southeast corner of 6th Street and Belrose Avenue behind Daphne City Hall. B. Description of Work: The 6th Street Elevated Tank will be removed. The following information is according to the Owner's records. Contractor shall verify information as needed to perform the work. The 6th Steet tank is a 50,000 gallon steel leg tank. The 6th Street tank has a base elevation at sea level of approximately 159. The overflow height is approximately 120 feet with the sea level overflow elevation of approximately 279. 1. 2. 3. 4. 5. Obtain all permits, bonds, and licenses necessary to perform the work including City Business licensee and necessary City permits. This is a subsidiary obligation of the various contract bid items. The Contractor shall coordinate with the Owner for completion and submittal of ADEM Form 496. The Contractor shall satisfy himself prior to submitting a proposal that he has viewed the project sites and performed any necessary inspection of the 6th Street Elevated Tank to fully determine the necessary work for removing each tank. Any request for onsite viewing times shall be coordinated with Mr. Mark Thomas at Daphne Utilities at 251-583-4908. Install necessary signage to warn the public of the utility work. The Contractor shall provide all equipment necessary for its workers to safely use existing ladders. The 6th Street Tank is not in service. The tank can be removed at the Contractor's discretion and per the ADEM Form 496 as long as the construction is completed by September 2025. Once notified of the award, the Contractor will submit a proposed timeframe to complete the work. This will allow DU to submit the needed ADEM Form 496. Upon nearing the proposed time frame, the Owner/Engineer will confirm the Contractor's schedule. Once confirmed, a Notice to Proceed (NTP) will be Issued at the appropriate time to allow the work to be completed within the Contract Time of 5 consecutive calendar days. The NTP will be issued in accordance with Project Specifications. The Contractor will confirm that DU has relocated their water meter antenna from this tank which is currently scheduled to be performed in July. Also, an existing communication provider, JMF, will be transferring their service from this tank as well. ADEM requires a minimum of 10 days notice. The date provided to ADEM can be adjusted if weather or other conditions prevents the removal on the schedule day. However, it cannot move earlier unless the specified notification time is still met. Daphne Utilities should receive a written confirmation of the start date and a minimum of 2 business days before the proposed demolition work. 6. 7. 8. 9. 10. 11. 12. 13. 14. The Contractor shall be responsible for coning and taping off all areas necessary to prohibit equipment, vehicles, and/or the public from entering the work area. The Contractor shall be responsible for resorting any damage to surrounding structures/properties caused by their demolition operations. The Owner will grass applicable areas following the Contractor's removal of the tanks. The Contractor shall maintain prominent and clear labeling of its company name and its local phone number on a minimum of one (1) vehicle on the project site at all times during construction activities. Refer to Appendix C for the most recent inspection reports and for copies of recent lead testing at one of the stand legs of the tank. All project waste material shall be removed and disposed of in a safe manner meeting all applicable laws and regulations by the Contractor. Unless testing demonstrates otherwise, all debris shall be considered a hazardous waste and shall be handled and disposed of in accordance with federal and state regulations. SSPC Guide 7, "Guide for Disposal of Lead Contaminated Surface Preparation Debris" shall be considered as part of this specification. The Contractor shall pay for all testing necessary to determine if the collected material is hazardous. The demolition work will not include concrete foundation removal from the site. Capping of the water lines will be performed by Daphne Utilities. The Contractor will coordinate with DU so this work can be scheduled at the appropriate time. If needed for the 6th Street Tank demolition work, Daphne Utilities will coordinate with the local power company, Riviera Utilities, and pay for the temporary lowering of the overhead electrical line that extends to the Daphne Art Center located behind Daphne City Hall. Also, for the demolition of the 6th Street tank, the Contractor shall coordinate with Daphne Utilities and the City of Daphne for the temporary relocation of vehicles in the back parking lot of City Hall around the 6th Street tank while the work is in progress. Daphne Utilities will also assist the Contractor with coordinating with City Public Works if needed for a temporary closure of a portion of 6th Street in the area behind the tank. The closure cannot extend for more than one day and will need to permit emergency vehicles. The Contractor's required work includes: Verifying exact locations and conditions of existing utilities, supplying and installing necessary materials to complete the work in accordance with applicable standards, restoration of disturbed areas to pre construction condition or better, maintenance of construction areas including erosion control, traffic control, and safety planning and implementation, and all other related items in accordance with the Project Plans and Specifications in addition to applicable permits and regulations. Unless specifically stated otherwise, these items are a subsidiary obligation of the various unit prices bid. The Contractor's required work also includes procurement of necessary permits, business licenses and insurance, conformance with applicable permits and regulations, verifying existing conditions, site preparation, and all other items necessary for demolition of the said tanks. Also included is the maintenance of the construction area including safety planning and implementation and all other related items in accordance with the project plans and specifications in addition to applicable permits and regulations. The Plans include information obtained from the Owner's records regarding existing materials and locations. Should variances to the condition of existing materials be discovered during construction, the Engineer reserves the right to revise the limits and/or methods of the proposed work.
