This project consists of the removal and replacement of approximately 5,755 LF of base material and road surface for five streets in the City of Marfa. Streets to be replaced include (1) Russell Street from US 90 north to Columbia Street (estimated 2,190 ft); (2) Mesa Street from US 90 north to Lincoln Street (estimated 1,210 ft); (3) North Gonzales Street from Columbia Street north to 3rd Street (estimated 1,010 ft); (4) East Galveston Street from US 67 east to South Dean Street (estimated 435 ft); (5) 3rd Street from SH 17 west to Austin Street (estimated 910 ft). A certified check or bank draft, payable to the order of the City of Marfa, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. Performance-Payment Bonds in the amount of 100% of the contract price, with a corporate surety approved by the Owner, will be required for the faithful performance of the contract. Attorneysin-fact who sign Payment Bonds or Performance Bonds must file with each bond a certified and effective dated copy of their power of attorney. Bonding will not be required if Bid is less than $25,000; however, no payment will be made until all work is completed and accepted by the Owner. The Owner reserves the right to waive any informalities and to reject any or all bids. Bids may be held by the Owner for a period not to exceed 60 days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to awarding of the contract. Bid date description: Each bid must be submitted in a sealed envelope addressed to Manuel Baeza, Mayor. Each sealed envelope containing a bid must be plainly marked on the outside as "STREET IMPROVEMENTS" and the envelope shall bear on the outside the Bidder's name and address. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope and addressed to Manuel Baeza, Mayor, 113 S. Highland Ave., Marfa, TX 79843. The project consists of reconstructing five streets: Russell Street, Mesa Street, North Gonzales Street, East Galveston Street and 3rd Street. Work includes all earthwork, base material, drainage improvements, concrete, paving and associated incidentals. Concrete curb and gutter shall be non-reinforced formed or machine laid and built as monolithic curb and gutter and according to the dimensions and designs shown on the plans and shall be composed of Class "A" concrete as specified in Section 03 09 01. All concrete curb and gutter, valley gutter, alley aprons, driveways and sidewalks constructed as part of this project or on any City street or alley shall be constructed with high quality materials and workmanship and shall conform to these material specifications. Concrete valleys, radius fillets and drainage channels shall be reinforced as shown on the Plans. This item shall consist of a surface course compound of a compacted mixture of mineral aggregate and asphaltic material in a compacted thickness of 1.5", 165#/SY for Type D Hot Mix surface and 2", 200 #/SY for Type C Hot Mix as described in the Plans. The pavement shall be constructed on the previously completed and approved base in accordance with the details shown on the Plans and in the provisions of these Specifications.
