Improvements to Ohkay Owingeh Airport Construct Electrical Vault and Install RegulatorAny questions regarding this project are to be directed to Amy Martinez at amy. martinez@hwlochner.com or the office of Lochner, Albuquerque, New Mexico, (505) 702-0030 for interpretation. Each bid must be accompanied by a Bid Bond executed by a Surety Company or a certified check in an amount not less than five (5) percent of the total bid made payable to the Ohkay Owingeh Pueblo. The Bidder must supply all the information required by the proposal forms and specifications and must bid on all items of every schedule. The proposed contract is subject to: Buy American Preference (Title 49 USC 50101, Executive Order 14005, Pub. L. No. 117-58, and BABA) Civil Rights Title VI Assurance (49 USC 47123 and FAA Order 1400-11) Davis Bacon Act (40 USC 3141-3144, 3146, and 3147), as amended Debarment and Suspension restrictions (2 CFR Part 180) Disadvantaged Business Enterprise (DBE) (Department of Transportation Regulations 49 CFR Part 26) Lobby Federal Employee restrictions (21 USC 1352) Procurement of Recovered Materials requirements (Section 6002 of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act, and the regulatory provisions of 40 CFR Part 247) Federal Fair Labor Standards Act Federal Minimum Wage (29 USC 201, et seq, 2 CFR 200.430). Trade Restriction Certification Minimum wage rates as established by the Secretary of Labor and State of New Mexico are applicable to all schedules awarded for this project. The Ohkay Owingeh Pueblo reserves the right to waive any informality in, or to reject any or all portions of, the various bid items. No proposal may be withdrawn for a period of one hundred twenty (120) days from the opening thereof. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This item of work shall consist of, but is not limited to, work and operations necessary for the movement of personnel, equipment, material and supplies to and from the project site for work on the project, except as provided in the contract as separate pay items This Work consists of the removal and disposal of the existing electrical vault and all appurtenances, signs, edge lights, concrete foundations, pipes, inlets, duct banks, buildings, and any other obstructions that are not designated or permitted to remain. It shall also include salvaging, stockpiling and loading salvable materials, sandblasting, plugging structures, cleaning culverts, and sawing and cutting to facilitate controlled breaking and removal of concrete and asphalt to a neat line. Except in areas to be excavated, the resulting trenches, holes, and pits shall be backfilled. Materials removed and not designated to be salvaged or incorporated into the Work shall become the property of the Contractor and shall be disposed of off the Airport property in accordance with all local, State, and Federal legal requirements. This item covers excavation, disposal, placement, and compaction of all materials within the limits of the work required to construct safety areas, runways, taxiways, aprons, and intermediate areas as well as other areas for drainage, building construction, parking, or other purposes in accordance with these specifications and in conformity to the dimensions and typical sections shown on the plans. This item shall consist of furnishing and installing power cables that are direct buried and furnishing and/or installing power cables within conduit or duct banks per these specifications at the locations shown on the plans. It includes excavation and backfill of trench for direct-buried cables only. Also included are the installation of counterpoise wires, ground wires, ground rods and connections, cable splicing, cable marking, cable testing, and all incidentals necessary to place the cable in operating condition as a completed unit to the satisfaction of the RPR. This item shall not include the installation of duct banks or conduit, trenching and backfilling for duct banks or conduit, or furnishing or installation of cable for FAA owned/operated facilities. This item shall consist of constructing an electrical equipment enclosure vault building with concrete foundation in accordance with these specifications and per the design and dimensions shown in the plans. This work shall also include the installation of conduits in the floor and foundation, painting and lighting of the enclosure, and the furnishing of all incidentals that are necessary to produce a completed unit. Included as part of this item shall be the installation or furnishing of vault equipment (but not limited to) a 15 KW L-828, Class 1, Style 1 constant current regulator, a 200A panel board, a L-821 radio controller, a L-854 radio receiver, photocell, radio antenna, vault building heater, transformers, disconnect switches, building receptacles, over head lights, power service entrance, branch circuits and grounding, and lightning protection system. This work shall also include the painting of equipment and conduit; the marking and labeling of equipment and the labeling or tagging of wires; the testing of the installation; and the furnishing of all incidentals necessary to place it in operating condition as a completed unit to the satisfaction of the RPR. This Section covers all labor, materials, equipment and related services to furnish and install all mortar, unit masonry, insulation in hollow masonry units and all related materials. The extent of the masonry work is shown on the drawings. This item shall consist of underground electrical conduits and duct banks (single or multiple conduits encased in concrete or buried in sand) installed per this specification at the locations and per the dimensions, designs, and details shown on the plans. This item shall include furnishing and installing of all underground electrical duct banks and individual and multiple underground conduits and removal of existing duct banks. It shall also include all turfing trenching, backfilling, removal, and restoration of any paved or turfed areas; concrete encasement, mandrelling, pulling lines, duct markers, plugging of conduits, and the testing of the installation as a completed system ready for installation of cables per the plans and specifications. This item shall also include furnishing and installing conduits and all incidentals for providing positive drainage of the system. Verification of existing ducts is incidental to the pay items provided in this specification. This item shall consist of electrical manholes and junction structures (hand holes, pull boxes, junction cans, etc.) installed per this specification, at the indicated locations and conforming to the lines, grades and dimensions shown on the plans or as required by the RPR. This item shall include the installation of each electrical manhole and/or junction structures with all associated excavation, backfilling, sheeting and bracing, concrete, reinforcing steel, ladders, appurtenances, testing, dewatering and restoration of surfaces to the satisfaction of the RPR. This item shall consist of airport lighting systems furnished and installed in accordance with this specification, the referenced specifications, and the applicable advisory circulars (ACs). The systems shall be installed at the locations and in accordance with the dimensions, design, and details shown in the plans. This item shall include the furnishing of all equipment, materials, services, and incidentals necessary to place the systems in operation as completed units to the satisfaction of the RPR. Contractor is to complete the Project in accordance with the Project Documents and in accordance with all codes and regulations governing the construction of the Project. Any work, materials, or equipment that may be reasonably inferred from the Project Documents as being required to produce the intended result shall be supplied by Contractor whether or not specifically called for. Reference to standard specifications, manuals, or codes of any technical society, organization or association, or to the laws or regulations of any governmental authority, whether such reference be specific or by implication, shall mean the latest standard, specification, manual, code, or laws or regulations in effect at the time of opening of bids and Contractor shall comply therewith. Sponsor shall have no duties other than those duties and obligations expressly set forth within the Contract Documents. The intent of the contract is to provide for construction and completion, in every detail, of the work described. It is further intended that the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies required to complete the work in accordance with the plans, specifications, and terms of the contract.
