This RFP is for procurement of engineering services to support projects assigned by the Engineering and Project Development Department. Services to be provided as part of this contract include but are not limited to: the preparation of plans, specifications, cost estimates, construction duration estimates, construction support services, and discrete engineering analyses for projects assigned by the Engineering Project Manager (EPM). These projects will involve some or all of the following engineering design efforts: track, overhead catenary, signals and fiber optic communication systems. Projects could involve any of the Greater Cleveland Regional Transit Authority (GCRTA) rail lines, electrical substations or yards. Projects would principally involve repair and/or updating of various aspects of the rail line, or discrete analyses of the same for safety compliance purposes. The anticipated projects could be characterized as “small” projects, being generally less than one million dollars in construction or analytical costs. These projects are sometimes designed by GCRTA in-house staff, but because of workload or specific areas of technical practice outside resources may be necessary. The base term of this contract shall be 24 months from Notice to Proceed (NTP) on the first assignment and shall include all task orders issued during that period; completion of task orders so issued may exceed the term specified. The total of all task orders issued for the performance of this contract shall not exceed $800,000.00 for the base term of the contract.
