All Bids must be accompanied by a certified check or bank draft payable to the order of The Harrison County Board of Supervisors, Mississippi, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, must be submitted in an amount equal to five percent (5%) of the total Bid. Doc note: A view only copy of the plans, specifications, and proposal documents are also available at the office of Simpkins & Costelli, Inc., 401-32 1/2 St., Gulfport, MS 39507, and may be examined during regular business hours (8:00 a.m. - 5:00 p.m., Monday - Friday). The Simpkins & Costelli, Inc. Project Manager is Maddie Pettry and can be contacted at the listed address or maddie@simpkins-costelli.com or phone number (228) 864-6289 regarding the project. The Harrison County Board of Supervisors reserves the right to reject any and/or all bids and to award said bid in the interest of the County. Bids will be held open for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the Contract. A. Payment for part of the work done in compliance with the contract documents, inclusive of furnishing all manpower, equipment, materials and performance of all operations relative to construction of this project will be made under Pay Items listed on Bid Schedule. Work for which there is not a Pay Item will be considered incidental to the Contract and no additional compensation will be allowed. B. The Owner reserves the right to alter the drawings, modify incidental work as may be necessary and increase or decrease quantities of work to be performed to accord with such changes, including deduction or cancellation of any one or more of the Pay Items. Changes in the work shall not be considered as a waiver of any conditions of the contract nor invalidate any provisions thereof. When changes result in changes in the quantities of work to be performed, the Contractor will accept payment according to contract unit prices that appear in the original contract. C. Quantities necessary to complete the work as shown on the drawings or as specified herein shall govern over those shown in the proposal. The Contractor shall take no advantage of any apparent error or omission in the drawings or specifications, and the Engineer shall be permitted to make corrections and interpretations as may be deemed necessary for fulfillment of the intent of the contract documents. D. The Engineer will make measurements and determinations as necessary to classify the work within pay items and determine the quantities for pay purposes; such decisions will be final after three (3) days if the Contractor does not submit a written notice as defined in the following paragraph. E. If the Contractor differs with the Engineer's classification of the Pay Items or determination of quantities of the Pay Items, he must notify the Engineer in writing within three (3) days of the time that the Contractor is informed of the Engineer's decision. Otherwise the Owner will not consider any such difference as a claim for payment. Any such written notice received by the Engineer from the Contractor within the three-day period shall be just reason for the Engineer to re-evaluate his previous decision. A. The Contractor will employ and pay for the services of an independent laboratory to perform specified services. B. Inspection, Sampling and Testing is required for: 1. Epoxy Repairs 2. Concrete Repairs 3. Bearing Pad Replacements 4. Welding 5. Void Filling 6. Surface Coating 7. Joint Sealants C. Laboratory's Duties: 1. Upon notice, cooperate with County and Contractor to promptly provide qualified personnel. Perform specified inspections, sampling and testing of material and methods of construction to ascertain compliance with requirements of Contract Documents. Promptly notify County, Engineer and Contractor of irregularities or deficiencies of work observed during performance of services. 2. Promptly prepare reports of inspections and tests, including: a. Date issued b. Project title and number c. Testing laboratory, name and address d. Name and signature of inspector e. Date of inspection or sampling f. Record of temperature and weather g. Date of test h. Identification of product and specification section i. Location in project j. Type of inspection or test k. Observations regarding compliance with Contract Documents. 3. Promptly distribute copies of reports of inspections and tests to: a. County b. Engineer c. General Contractor D. Contractor's Responsibilities: 1. Cooperate with laboratory personnel to provide access to work and to manufacturer's operation. Provide to laboratory in required quantities preliminary representative samples of materials to be tested. When required, furnish copies of mill test reports. Furnish to laboratory, casual labor to obtain and handle samples at the site and to facilitate inspections and tests. Provide facilities for laboratory's exclusive use for storage and curing of concrete test samples. Notify laboratory sufficiently in advance of operations to allow for his assignment of personnel and scheduling of tests. The work covered by this section consists of furnishing all labor, materials and equipment, and performing all work required for the prevention of environmental pollution during, and as a result of, the work required under this contract, except for those measures set forth in other Technical Provisions of these specifications. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect other species of importance to man; or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water, and land, and involves noise control, solid wastemanagement, as well as control of other pollutants. A. It is the intent of these specifications to provide for improvements to the existing parking structure at the Harrison County Courthouse in Gulfport, Mississippi. Included is the furnishing of all labor, materials, equipment, tools, transportation and supervision to complete the improvements described below and in the contract documents. B. Replacement of bearing pads, repair of concrete cracks and spalls, replacement of joint materials. Additive Alternate includes waterproofing coating application to upper slab and ramp. A. This work shall consist of preparatory operations, including, but not limited to, those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for all other work operations which must be performed or costs included prior to beginning work on the various items on the project site.
