The City of Wichita is seeking bids from firm(s) for design-build services for the replacement and installment of multiple VFD units along with HVAC/building upgrades for the Public Works & Utilities Department. The station houses eight high service pump motors that pump finished water into the distribution system. Currently, Hess is equipped with three variable frequency drive (VFD) units. The VFDs are used to regulate the flow and pressure in the distribution system by controlling the speed of the pump motors. Housing for the VFDs is located in the same open-air location as the pumps, all cooled by a singular HVAC system. The Project is to be designed and constructed in two phases using the progressive design-build delivery method: o Phase One: Prepare design to 60% complete, as defined in Section 3, and prepare a guaranteed maximum price (GMP) proposal. o Phase Two: Pending Owner approval of the GMP: Complete design, construction and related postconstruction tasks. At completion of the evaluation process, the Owner will select a Proposer to award, or enter into negotiations for award of, the Progressive Design-Build Contract. A sample contract of terms and conditions is shown in Attachment A This project will replace the three existing VFD's and construct five additional VFD units, dedicating a single VFD to each pump. All VFDs will require SCADA integration. Necessary electrical upgrades will need to be included for the additional VFDs. Additionally, the area housing the VFD's will be closed off from the rest of the station and have a dedicated HVAC system serving the room, independent of the HVAC serving the rest of the pump station. The station must remain in operation at all times during construction. As noted in Section 1, the Design-Builder will provide services in two distinct phases. Phase One services generally consist of concept development with preliminary engineering working in close collaboration with the Owner for developing a price and schedule. The proposed price and schedule would be based on the Project's 60% design, the Owner's Project schedule, and include supporting documentation and detailed open-book costing for development of the GMP price. The Design-Builder shall manage the entire design and construction of the Project, coordinating all disciplines. Design-Builder responsibilities include but are not limited to: Phase One Services: o The Design-Builder shall schedule and moderate meetings as determined necessary by the DesignBuilder and City to fully evaluate replacement options. The Design-Builder shall distribute minutes of such meetings with appropriate City Staff. Provide oversite of installation as necessary o Provide final inspection of the installation. o Develop a detailed Project execution plan in coordination with the Owner that allows the pump station to stay in service. o Negotiate and submit a GMP or lump-sum price to complete the Phase Two services. Phase Two Services: o Complete the final design and construct the project. o Procure equipment and subcontractors. o Design-Builder shall direct all field activities, safety and quality control. The Design-Builder shall prepare construction schedules; pay all vendors, sub-contractors and all other involved parties. The Design-Builder shall manage the project safety program. The Design-Builder will also maintain the appropriate bonding and insurance as specified by the City's purchasing ordinances. The Design-Builder will adhere to all policies governing site safety and environmental compliance. o Construction and schedule planning meetings shall be scheduled by the Design-Builder as necessary to achieve the project goals and will be attended by the Design-Builder and Public Works and Utilities (PW&U) staff. o Design-Builder shall adhere to all regulations pertaining to the construction of the Project including, but not be limited to, all City ordinances and regulations pertaining to site restoration, clean up and the mitigation of detrimental storm water runoff. o Provide oversite of installation as necessary o Provide final inspection of the installation. o Conduct commissioning and performance testing of equipment. o Provide warranty and insurance coverage. The work on this project shall take place while the pump station is in service. All contractors on the water treatment sites must comply with plant security practices. The plant supervisor reserves the right to stop construction to maintain water service to the City. The City reserves the right to delete portions of Scope
