Intent to Award (Estimated): Wednesday, July 30, 2025 Contract Start (Estimated): Friday, August 29, 2025 The County of Ottawa, on behalf of Ottawa County Parks and Recreation Commission (OCPRC), is inviting experienced and qualified Contractors to bid on the reconstruction of stairways and boardwalks at Kirk Park and Tunnel Park. The project consists of demolition, site clearing, excavation, grading, placement of compacted fill, and construction of new structural wood stairs, boardwalks, and associated metal railings as detailed in the contract documents. A. Specifications OCPRC has prepared a Project Manual, which includes a comprehensive scope of work and project specifications, found in Appendix C - Project Specifications and Appendix D - Project Drawings and Map. These documents include General Site Requirements (Section 01000), Wood Construction (Section 06100), and Metal Fabrications (Section 05500). Bidders are responsible to review the Appendices in their entirety and all information on all drawings and specifications provided. Contractors are expected to comply with all site-specific requirements, including protection of existing vegetation, prevention of invasive species transfer (e.g., washing equipment before site entry), accurate layout and staking, quality control testing, and adherence to local building codes and industry standards (e.g., ASTM, AISC, AWS, AITC, NFPA). The awarded Contractor will be expected to perform the work as described and with consideration for all aspects of the project, including, but not limited to permits and licenses, subcontractor performance and scheduling, RFI's, substitution/change request, existing conditions, materials and trade specifications, on-site inspections, site cleanup, storage and removal of construction materials, closeout submittals, training and testing procedures. Metal and wood components shall be fabricated and installed according to plan specifications, with all fasteners and treatments (e.g., ACQ treated lumber, galvanized hardware, powder coating, etc.) provided as indicated. The park will continue to be open during the project. The Contractor will work with County's Project Manager to accommodate the public and staff to limit disturbance. A construction schedule will be coordinated between the awarded Contractor and the County. For project closeout, Contractor must work with County's Project Manager on correction punch list. The Contractor must accompany County's Project Manager on preliminary inspection to determine items to be listed for completion or correction. The punch list must be completed prior to closeout. Closeout submittals may include project record documents, operation and maintenance data and manuals, warranties, bonds, field markups, and other types as requested by the County. B. Vendor Qualifications and Mandatory Requirements Contractors will submit bids with the understanding that prior to the award of contract, the County may make investigations as deemed prudent to determine the contractor's qualification and eligibility. Bidder must have been regularly and continuously engaged in the business of labor, materials, and all necessary related construction for services similar to this project for three (3) years. Contractor must be able to meet all insurance requirements as outlined in Appendix B - Insurance Requirements. Bidder shall possess all certifications, permits, licenses, and credentials necessary for timber and steel fabrication, outdoor structure installation, and general construction. Bidder will obtain all required final permits and inspections required. The Contractor must assume full responsibility for the acts of its personnel, including subcontractors, all of whom may be subject to background checks and approval by the County, that come to the park for delivery, installation, training, maintenance and repairs, etc. The Contractor will have a site supervisor on site at all times that personnel and subcontractors are working. The Contractor must prevent damage to County property. This includes avoiding damage to preserved trees, benchmarks, utilities, and existing infrastructure. Any damaged items must be restored or replaced to the satisfaction of the County. The Contractor must also ensure compliance with utility locating procedures (e.g., MISS DIG). Under this solicitation, the Contractor is required to notify the OCPRC of any manufacturer recalls regarding items ordered or used. C. Pricing and Invoicing Bidder must include a delineated bid according to Appendix E - Bid Form. Pricing must include all labor, materials, equipment, permitting, and testing required for the full completion of the scope of work. Unit pricing may be requested for certain line items. An alternate bid item is included for replacement of deck joists at Kirk Park. Invoices should be submitted based on milestones or in accordance with a previously approved schedule. County of Ottawa is tax exempt. Michigan Sales and Use Tax Certificate of Exemption are available upon request.
