Renovation of a water / sewer project in West Olive, Michigan. Completed plans call for the renovation of a water / sewer project.

This work consists of various exterior facade repairs at the Lake Michigan Filtration Plant. Question Deadline 09/09/2025 All questions about the meaning or intent of the Bidding Documents shall be submitted to the Engineer in writing, Questions received less than 5 business days prior to the date for opening of Bids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. Description of Existing Structure: The Lake Michigan Filtration Plant (LMFP) campus is located at 17350 Lake Michigan Dr, Grand Rapids, MI 49460 (physically in West Olive). The LMFP building was originally constructed in the 1960s and underwent a building expansion in the 1990s. The LMFP building has numerous distinct building areas ranging from one story to four stories. The building areas with 1960s construction typically consist of a concrete frame with concrete masonry unit (CMU) infill backup walls and a brick veneer. The building areas with 1990s construction similarly consist of a concrete frame with CMU infill backup walls, however a 1-inch layer of rigid insulation has been incorporated outboard of the CMU with an approximate 1-inch air cavity and brick veneer, secured to the backup wall laterally by brick ties. B. Description of Deterioration: WJE performed a facade condition survey of the LMFP buildings in 2024, findings were presented in a report dated July 9, 2025. Localized distress includes spalled and cracked brick, spalled concrete, failed sealant, and corrosion of embedded steel framing Work includes the following activities: 1. Miscellaneous Repairs: a. Cracked concrete corner lintel repair: Perform partial-depth concrete repair at reinforced concrete corner lintel outside corners where cracks exist in the lintel (2 total), repair also includes localized brick masonry removal and through-wall flashing installation. Incorporate shoring as required. (Building Area 2) b. Spalled or cracked concrete repair: Perform partial-depth concrete repair at concrete ledge, coping units, and lintels (Building Area 3, 5 and 6). Remove and replace adjacent brick and expansion joint sealant and backer rod as required to repair concrete. c. Cracked/spalled concrete window sill replacement: Replace precast concrete sill unit in kind (Building Area 5). d. Exterior inspection opening repairs: Remove temporary plywood protection and install new brick masonry at recent inspection openings (Building Area 1 and 2). 2. Building Area 3 Repairs: a. Coping repair (Type B): Remove and replace sealant and backer rod at precast concrete coping head joints and at bed joint below coping. b. Precast concrete lintel repair (exterior): 1) Install shoring below horizontal leg of lintel, remove localized brick above lintel, remove corrosion scale below concealed steel beam bottom flange, remove and discard existing plates/anchors, remove sealant at head joints in lintel units on interior and exterior, remove interior sealant along head of window, adjust lintel position via shore posts to restore original lintel position, clean and coat exposed portions of existing steel beam with corrosion inhibiting coating, install new plates, shims and anchors to reattach lintel to the precast lintel and steel beam, install new sealant and backer rod at head joints on interior and exterior, install new through-wall flashing assembly, and install new brick with integral weeps. c. Perform precast concrete lintel repair (interior): 1) Adjacent to localized spalls on top of the vertical leg of the lintel, remove CMU face shells above the vertical leg of the lintel, install supplemental steel clip angle and anchors, and install new CMU face shells. Paint new CMU following repairs to match adjacent paint. d. Interior metal stud wall framing temporary removal: Where shown on drawings, temporarily remove existing metal stud wall framing above lintel to permit A/E access to assess condition of precast lintel for additional repair locations. Reinstall framing in kind following repairs. e. Cracked/spalled precast concrete column cover repair: Remove and replace precast column panel where cracked and/or spalled. f. Cracked precast concrete sill repair: Rout and seal cracked precast concrete sills. g. Cracked brick repair: Perform crack repair in brick masonry using crack stitching bars. h. Sealant replacement at windows and sills: Remove and replace sealant and backer rod at window perimeters and at precast concrete sill head joints. i. Interior inspection opening repairs: Install new localized CMU face shells at recent interior inspection opening locations. Paint new CMU following repairs to match adjacent paint. 3. Building Area 9 Repairs: a. Coping repair (Type A): Remove and replace sealant and backer rod at precast concrete coping head joints and at bed joint below coping. Remove existing sheet metal gravel stop and install a new two-piece, sheet-metal coping around the perimeter of the building. Strip in new coping with roof membrane flashing. Provide temporary stabilization of existing precast concrete coping as required during repairs. b. Spalled brick replacement: Remove and replace brick and rigid insulation within regions of spalled brick. 4. Building Area 11 Repairs: a. Coping repair (Type B): Remove and replace sealant and backer rod at precast concrete coping head joints and at bed joint below coping. b. Spalled brick replacement: Remove and replace brick and rigid insulation within regions of spalled brick. c. New brick installation: Install new brick and rigid insulation at localized area where brick was previously removed. d. Sealant replacement at windows and sills: Remove and replace sealant and backer rod at window perimeters and at precast concrete sill head joints. B. Construction Phasing: Work is anticipated to be separated into the following two phases: 1. Phase I: Execute all work on the West Facade of Building Area 3 in 2025. 2. Phase II: Execute all remaining work shown on Drawings in 2026. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest.
