Other Details Subject to the Board of Directors' approval, Valley Water intends to award a contract for goods and services with a defined start and completion date to the successful Proposer(s). Proposers must carefully review the Valley Water Sample Agreement and the Valley Water Insurance Requirements available in onli8ne. Valley Water seeks a highly qualified contractor(s) to provide a comprehensive Security Management System (SMS) to enhance the safety and security of its facilities, including furnishing, installation, and commissioning of integrated Access Control and Alarm Monitoring Systems (ACAMS) and Video Surveilance Systems (VSS). This enhancement includes replacing the existing Honeywell MAXPRO video surveillance system and ProWatch ACMS, replacing existing equipment, and relocating equipment to new locations to expand and modernize the Video Management System (VMS)-based intrusion detection system (IDS). The ACAMS will manage and monitor access to secure areas, ensuring only authorized personnel can enter critical zones, and the VSS will provide video monitoring capabilities with advanced video management software to support surveillance operations. The systems must seamlessly integrate with Valley Water's existing infrastructure, including gates, fire alarms, overhead doors, and IT networks, ensuring cohesive and efficient security operations. The Proposer will be responsible for delivering a turnkey solution that includes all necessary hardware, software, cabling, programming, and system configuration. The solution must be based on systems identified in this RFP or equal and support high-assurance credentials such as PIV and PIV-I cards using secure communication protocols (e.g., OSDP Secure Channel). All camera and access control cabling must conform to Valley Water's technical specifications. The work will involve performing thorough testing and commissioning of the SMS to ensure it meets all specified functional and performance requirements. Additionally, the Proposer will provide comprehensive documentation, including as-built drawings, operation and maintenance manuals, and warranties. The scope also includes training Valley Water personnel on system use and administration to ensure effective operations and long-term system sustainability. As part of the proposal, the Proposer must submit a detailed Approach to Providing Services that demonstrates a clear understanding of the scope, operational context, and logistical challenges of implementing security systems at multiple active Valley Water facilities. In addition to the Approach to Providing Services, Proposers must complete and upload a separate Cost Proposal Form as provided, presenting a firm, fixed, and all inclusive lump sum price for each facility listed in the bid table. This pricing must fully reflect all scope elements, including hardware, software, installation labor, programming, documentation, training, testing, and warranty.
