Renovation of a mixed-use development in Craftsbury, Vermont. Completed plans call for the renovation of a fire / police facility; and fire / police facility.
The Town of Craftsbury requests proposals for HVAC services for 2 buildings. The work is being carried out under the Municipal Energy Resilience Program (MERP) and is solely funded by a MERP grant from the Vermont Department of Buildings and General Services. The work is being authorized by the Town of Craftsbury Select Board and overseen by a 5-person Working Group, including a Project Manager, of the Craftsbury Energy Committee. 1. Craftsbury Town Hall, 85 S Craftsbury Rd, Craftsbury, VT 05826 2. Craftsbury Town Garage and Fire Station, 46 Town Garage Road, Craftsbury, VT 05826 Design and install new primary heat pump heating and cooling system while retaining the existing propane-fired boiler/hydronic system for backup heating. The current system has both an existing air handling system and a hydronic baseboard system for heating, and therefore preference will be given to the design and installation of a monobloc ATW heat pump to be integrated with the existing system. 1. Determine bulk and room heating and cooling loads of the building with the assistance of the MERP Working Group of the Craftsbury Energy Committee. Insulation and air-sealing work will be performed prior to HVAC scope so that loads will be based on leakage testing after energy conservation upgrades. 2. Choose and install heat pump equipment meeting "cold climate air source heat pump" specifications. Location and mounting of outdoor unit(s) and indoor equipment to be determined in consultation with the Town. 3. Provide dedicated circuit for outdoor unit with disconnect installed. 4. Install gravity-based condensate management for indoor unit. 5. Install wired thermostats with data-logging capabilities. 6. Provide system documentation, manuals, warranty information and train Town representatives on safety issues and operation of the system. Design and install new ERV system to service the entire Town Hall. 1. Determine ventilation requirements with assistance of the Town's MERP Working Group. 2. Supply all required equipment and ducting with location of equipment and of exterior penetrations to be determined together with the Town. 3. Expected basis of design is Broan B210E75RT with others to be considered. 4. Provide occupancy sensor to control ERV. 5. Provide system documentation, manuals, warranty information and train Town representatives on maintenance and operation of the system. Scope of Work: Town Garage and Fire Station This building is a 6-bay garage with 2 offices, bathroom, and furnace room. It is currently heated by an oil furnace with ducted air supplied throughout the building. A wood burning furnace is used intermittently during the times of lowest outdoor temperatures. The requirement is to design and install a new primary heat pump heating and cooling system while retaining the existing heating system as back-up. 1. Determine heating and cooling loads of the building with the assistance of the MERP Working Group of the Craftsbury Energy Committee. 2. Air-sourced heat pump system could be Air-to-Air or ATW. Complete system with ducting, line sets, electrical circuits, to be specified in proposal. 3. Thermostats to have wi-fi connectivity and data-logging capabilities. 4. Provide system documentation, manuals, warranty information and train Town representatives on safety issues and operation of the system. Design and install new ERV system to service the Town Garage 1. Determine ventilation requirements with assistance of the Town's MERP Working Group. 2. Integrate ERV with the existing ductwork to the extent possible. 3. Provide occupancy sensor to control ERV. 4. Provide system documentation, manuals, warranty information and train Town representatives on maintenance and operation of the system.
