Renovation of a military facility in Newport, Rhode Island. Design plans call for the renovation of a military facility.

The work includes demolition of existing EPDM membrane, insulation and cover board, perimeter metal fascia, roof penetration and curb flashing, perimeter metal edging, curbs and wood sleepers as indicated, lightning protection system, roof fans as indicated and incidental related work. New work includes installation of fully adhered EPDM membrane, insulation, crickets and coverboard, tapered insulation, roof penetration and curb flashing, roof manufacturers fabricated perimeter metal edging, new lightning protection system and incidental related work, all as described on the plans and in the specifications. Select roofing materials tested positive for asbestos. Work includes submission of asbestos abatement plan for handling and disposal of asbestos contaminated material. Work includes associated remediation as needed to execute the contract work and as indicated. Work is detailed on NUWC Drawing No. 24-39A (18 sheets) and in the specifications Question Deadline 08/04/2025 Please note: This solicitation is restricted to MACC holders (N4008521D0054-0057,0066) under the Design-Build (DB)/Design-Bid-Build (DBB), Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for facilities in the north area of responsibility (AOR) to include Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont. Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries shall be submitted via email to Shayna Eichner at shayna.t.eichner.civ@us.navy.mil no later than, fourteen (14) calendar days prior to proposal due date. Additionally, all inquiries shall be submitted using the Pre-Proposal Inquiry (PPI) form (Attachment E). Do not submit the same inquiry more than once. In accordance with FAR 52.211-12 Liquidated Damages, if the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $818.31 for each calendar day of delay until the work is completed or accepted. In accordance with FAR 36.204(f) Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000. In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the duration of this task order (including Bid Options) shall be 365 calendar days from date of award (includes 15 calendar days for submission and approval of bonds and insurance). The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
