A timeline for the award has not yet been established.** Reference Number 0000391885 The Roaring Fork Transportation Authority (RFTA) is seeking proposals from qualified contractors for salvage and restoration services along the Rio Grande Corridor. The project focuses on the corridor between 7th Street in Glenwood Springs, Colorado to Woody Creek, Colorado. It includes removal of the rails, ties, hardware, grading and compaction of the rail ballast, restoring areas and property disturbed after removal, and extensive repairs to three separate intersections in various locations within the City of Glenwood Springs. Rail hardware and equipment include rail/track, tie plates, turnout plates, gage rods, spikes, anchors, bolts, and switch plates joint bars, frogs, railroad signals and signal components. See Exhibit 13 Track Consist Spreadsheet that shows RFTA's estimated quantity/tons of rail and other scrap to be removed. The contractor must return road intersections, driveway access, and pedestrian connections to the same or better removal of rail and rail equipment. Contractors must also repair any damage or disturbance to the trail adjacent to the rail corridor. RFTA reserves the right to reject all proposals received, to waive irregularities and informalities, and to accept the proposal, which is deemed in the best interest of RFTA to accept. Much of the rail between 7 th Street and Woody Creek was salvaged during a prior project. It is important to note that the rail is not intact between 7 th Street in the City of Glenwood Springs (COGS) and Woody Creek, Colorado. Consequently, none of rail, ties, etc. can be salvaged from tracks or the rail-line. Therefore, all the rail, ties, etc. must be salvaged using some other means and method to be determined by the salvage company and coordination with the RFTA Project Manager. The entire project is adjacent to schools, businesses, homes, etc., and the Rio Grande Trail must be kept open and pedestrian access allowed at all times with a minimum width of forty-eight (48) inches for any detour through the site. Safety will be a critical component of this project, and the rail salvage contractor will be required to provide an approved Method of Handling Traffic (MHT) plan generated by a certified traffic control supervisor or licensed professional engineer from a traffic control company in good standing with RFTA. Contractor will provide RFTA copies of the official tickets from a certified weigh station to verify the weight of the salvaged steel rails. The rails must be weighed separately from all other salvaged materials. The OTM must be weighed separately, and the disposal of non-value items must also be weighed separately. The asphalt portions of the Trail are made up of 3 inches of asphalt on 6" of CL 6 and the concrete sections of the Trail are made up of six inches of concrete. Consequently, the Contractor needs to be conscious of vehicle/trailer weights. Any damage to the Trail will be repaired by the Contractor to RFTA Standards, at no cost to RFTA Question Submission 5pm, July 25th
