Renovation of a water / sewer project in Laurel, Maryland. Completed plans call for the renovation of a water / sewer project.

This is a USDA, Animal and Plant Health Inspection Service requirement to upgrade a lift station at the National Center for Applied Plant Protection facility in Laurel, MD. Please refer any questions pertaining to this solicitation to Jim Roloff, contracting officer, at james.g.roloff@usda.gov. Background: Due to the multiple maintenance issues, antiquated equipment, and operational criticality for the facility, the current lift station pump system and downstream sump pump systems are obsolete and need replacing. The current system uses six Zoeller Model G294-E pumps (two pumps in three locations) installed in lead/lag configurations for redundancy. Several key components on the system are either deteriorating or inoperable, including deteriorating guide rails and supports needed for repair and/or replacement of the pumps. The effluent discharge piping has been reworked several times due to clogging with silt and other materials and is undersized for its application, resulting in numerous clogs requiring labor-intensive maintenance. Additionally, the discharge piping is not supported properly and routed improperly to facilitate proper function. The piping also blocks access to the adjacent pump control panels, creating an additional hazard for personnel maintaining the system. The project includes installation of three new silt and solid handling pump systems within the lift station and downstream sump pump systems, including all required guiderails, supports, controls, valves, and piping modifications. The pumping systems must be fully automated, high efficiency, and equipped with redundant features. These features will ensure the system is effective and lead to consistent results without making the process cumbersome or inconvenient. Contractor will connect the new pump systems to the existing site/building infrastructure and computer system. Likewise, the pumps must be a "stock unit" for ease of acquiring service and repair. Solicitation documents are posted below. Disregard the "Delivery Location" at the top of page 3 of the solicitation. The correct address is in the first paragraph of the statement of work, attachment 1. The estimated magnitude of this project is between $100,000 and $250,000. Please refer any questions pertaining to this solicitation to Jim Roloff, contracting officer, at james.g.roloff@usda.gov. Additionally, email your quote to Jim Roloff by the date and time indicated in block 13 on the first page of this solicitation. See Evaluation Factors for Award on pages 19 and 20. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
