Renovation of a multi-residential development in Effingham, Illinois. Completed plans call for the renovation of a multi-residential development.

In accordance with Clause No. 9, Bid Guarantee, of the Instructions to Bidders, all bids must be accompanied by a negotiable bid guarantee in the form of a certified check or bank draft, payable to the Effingham County Housing Authority, U.S. Government Bonds at par value, or a satisfactory bid bond executed by the Bidder and acceptable sureties in an amount equal to five percent (5%) of the bid. The surety company must be authorized to do business in the state where the project is located and must be acceptable to the Government. If the bid guarantee is not submitted with the bid, the PHA will reject the bid. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds acceptable to the Housing Authority all in accordance with Clause No. 10, Assurance of Completion, of the Instructions to Bidders. Doc note: Copies of the documents may be obtained at the office of the Architect by depositing a check with the Architect in the amount of $75.00 for each set of documents so obtained, made payable to the Effingham County Housing Authority. Such deposit will be refunded to each bidder who returns the plans, specifications and other documents in good condition to the Housing Authority or to the Architect within fourteen (14) days after bid opening. Partial sets may be purchased at the cost of photocopying and shipping cost upon completion of a request for partial plans/specifications form and submitting to the Architect. Documents may also be downloaded from the Architect's website for bidding purposes only. The Housing Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. The scope of work consists of Plumbing Repairs and Interior Renovations, PH. 2 at Projects IL-62- 1/Effingham and IL-62-6/Edgewood in Effingham County, Illinois funded through Modernization Program No. IL01P062-501-24 and IL01P062-501-25. The scope of work essentially includes the following work and shall be bid under one lump sum contract. 1. Base Bid: a. IL-62-1/Effingham: 1) Replace underslab sanitary line and make repairs to finishes in Unit #4. Remove designated trees. b. IL-62-6/Edgewood: 1) Installation of exterior cleanouts on the sanitary lines to the kitchen and jetting of the existing plumbing lines to the connection with City main. Interior renovations include new kitchen counters and wall laminate between the upper cabinets and the countertop, new kitchen sinks and associated plumbing. Renovation of the existing utility rooms with new flooring, shelving, new washer box and receptacles for the washer and dryer, FRP wainscot and painting. Work in the unit bathrooms include replace the medicine cabinet. Remove designated trees. Question Deadline 07/29/2025 at 12:00 PM CT Any prospective bidder desiring an explanation or interpretation of the solicitation, specifications, drawings, etc., must request it at least 7 days before the scheduled time for bid opening. Requests may be oral or written. Oral requests must be confirmed in writing Mark reminded the bidders to review the insurance requirements for general liability, automobile liability and worker's compensation, including additional insureds. Mark reviewed the scope of work, outlining the work involved at each Project. The units scheduled for work will be occupied during the performance of the work. Contractor will be required to notify tenants 48 hours prior to entering units and will be required to move tenant belongings as necessary to access the work areas. The general contractor will have to coordinate with the subcontractors and the PHA for access to the units to perform the work. The meeting was adjourned to visit the project sites. Attendees visited the site at IL-62-1/Effingham (Circle Drive). None of the attendees asked to visit the Edgewood site. Mark stated that if anyone wants to visit that site, they need to inform the PHA prior to the visit.
