The Project includes the construction of approximately 17,450 LF of 12-inch DIP water line along SR-63 in LaFollette, Campbell County, TN. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Bid security shall be furnished in the amount of five percent of the total bid amount in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The Award for each Contract will be made to the lowest, responsive, responsible bidder. The OWNER reserves the right to award either or both Contracts, reject any and all bids, and to waive any informalities or technicalities therein. Federal Funding Conditions This project is being supported with American Rescue Plan Act Coronavirus State and Local Recovery Fund grant funding. Therefore, certain restrictions and other requirements attach to this opportunity. Contractors must not appear on Sam.gov disbarment list. Disadvantaged Business Enterprises (DBE) Requirements: State and Federal funds will be involved in this project, and, as a result, Bidders must comply with DBE requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner.
