Reference Number 0000297387 Pricing Lump sum The required scope of work is to provide the services is described in Schedule A. This Base Scope of work includes preparing and implementing a Sampling and Analysis Plan (SAP) for a Phase Two Environmental Site Assessment, in compliance with O.Reg. 153/04. The proposed work involves obtaining underground utility locates and advancing boreholes at 11 locations, completed with 6 groundwater monitoring wells (overburden). Soil and groundwater samples will be collected and analyzed for various COCs, such as petroleum hydrocarbons (PHCs), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), metals, and other parameters. Quality assurance measures will be implemented throughout the investigation. Following the fieldwork, all data will be compiled into a Phase Two ESA report that adheres to the mandatory requirements of O.Reg. 153/04. The report will include a summary of field activities, analytical results, and findings, as well as an elevation survey of all monitoring wells conducted by a licensed surveyor. This comprehensive approach will ensure thorough site characterization and compliance with regulatory standards. The Base Scope of work is based partially on recommendations arising from the Phase One ESA report but, although it may be refined based on the Successful Proponent's review and recommendations, is not expected to deviate greatly from what was described above (and is detailed in Schedule A). Completing the Phase Two ESA will provide the Project Team with valuable information on any contaminants in the soil or groundwater, their concentrations and the subsurface conditions (such as soil types, depth to bedrock, presence of any underground structures (e.g. former foundations), etc.). With this information, contaminant transport methods can be developed and understood. The intent is to develop the property, but a fulsome conceptual plan has not been developed. To ensure the maximum value of the Phase Two ESA to future development planning and decision making, the results should be compared to the applicable residential/parkland/institutional and industrial/commercial/community standards. The Municipality's Project Team will carefully review the Phase Two ESA with the Environmental Consultant, and the planning and development team, to understand the results, data gaps, and next steps, and how this could preliminarily impact the redevelopment concept. Throughout this process the Municipality intends to engage the Ministry of Environment, Conservation and Parks (MECP) to introduce the project, discuss the process and provide regular updates.
