Questions Due Date: Jul 18th 2025, 5:00 PM EDT The Borough of Lansdale is performing trail improvements at Memorial Park, Wissahickon Park, and York and Susquehanna Park. The improvements include the installation of 8' wide multi-use trails, the installation of an access road within Memorial Park, and tree installation. The scope of construction items includes excavation, installation of geotextile fabric, placement of subbase stone, installation of a removable bollard and trail paving. The project also includes landscaping restoration, tree installation, removal of existing concrete stairs, construction of an ADA-compliant asphalt ramp, and installation of erosion and sediment controls as required for the proposed work. The scope of work is more fully described in the Project Specifications herein and on the Project Plans. Funding assistance has been provided by the Montco 2040 Implementation Grant Program. Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania. Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value. Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the project cost is $25,000 or above for public work projects. Only the Successful Bidder for a contract will be responsible for payment of a fee to online and for bearing the cost thereof. The amount of the fee due to online is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by online to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $150.00 and the maximum fee is capped at $6,000.00. The Borough of Lansdale reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Borough, such rejections or waivers shall be to its interest or advantage. Prior to awarding the contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of bid openings for the purpose of reviewing the Bids and investigating the qualifications of bidders. The project site is located in three Borough owned parks within the limits of the Borough of Lansdale, Montgomery County, Pennsylvania 19446. The parks included in this project are: 1. Memorial Park (300 E. Main Street) 2. Wissahickon Park (765 E. Main Street) 3. York and Susquehanna Park (320 York Avenue) The Borough of Lansdale is performing trail improvements at Memorial Park, Wissahickon Park, and York and Susquehanna Park. The scope of work is more fully described in the Project Specifications herein and on the Project Plans. Base Bid n Site Work 1. Mobilization. The contractor shall supply required insurance, performance and payment bonds. The contractor shall mobilize the project site and commence construction. 2. Temporary Erosion & Sediment Control. The contractor shall install all temporary erosion and sediment controls, as required by PADEP and the Montgomery County Conservation District. The contractor shall maintain all temporary erosion and sediment controls during construction. Upon achieving permanent vegetative stabilization of all disturbed areas, the contractor shall remove all temporary erosion and sediment controls. 3. Class 1 Excavation. The contractor shall excavate, remove existing trails and subbase material, and properly dispose of spoils per the requirements of PADEP. 4. Site Grading. The contractor shall perform all grading necessary to establish the trail profile and cross slope in accordance with the 2010 ADA Standards for Accessible Design. Grading shall ensure proper drainage and compliance with ADA slope requirements. 5. Geotextile, Class 4, Type A. The contractor shall furnish and install geotextile fabric under new trail subbase in accordance with the project plans and details. 6. PennDOT No. 2A Subbase, 6" Depth. The contractor shall furnish, place and compact PennDOT No. 2A aggregate subbase to a compacted depth of 6 inches for new trails and access road, as shown on the project plans and in conformance to Section 350 of the Pennsylvania Department of Transportation Specifications, Publication 408. 7. Superpave Asphalt Wearing Course. The contractor shall install a new 1.5i depth wearing course for all new multi-use trails and access road as shown on the project plans. Pavement surface shall be graded in order to ensure sufficient surface drainage. Seal all pavement joints after paving. The Contractor shall ensure that the trail has sufficient slope and does not pond. 8. Superpave Asphalt Binder Course. The contractor shall install a new 3i depth binder course for the access road within Memorial Park as shown on the project plans. 9. Removal of Concrete Steps. The contractor shall remove and properly dispose of concrete steps where indicated on the project plans within Memorial Park. 10. Asphalt Ramp. The contractor shall perform site grading for a new asphalt ramp to replace the concrete steps within Memorial Park. The new asphalt ramp should be graded to meet ADA compliance. 11. Removable Bollard Installation. The Contractor shall install a removeable bollard at the locations shown on the project plans. 12. Tree Installation. The contractor shall install trees as directed by the Borough/Engineer. Tree species, size and spacing shall comply with the landscape schedule and specifications. 13. 4" Topsoil & Hydroseed. The contractor shall place topsoil and restore areas with seed, fertilizer, and hydroseed mulch as shown on the project plans. 14. Project Sign. The contractor shall furnish and install a project sign in accordance with the Montco 2040 Implementation Grant Program requirements. Sign shall be placed in a visible location and meet all size, content, and material guidelines as outlined in the grant documentation. See the Montco 2040 grant contract for funding sign language. The project sign location shall be coordinated with the Parks Department. 15. Record Documents. The contractor shall submit record documents including redlined as-built plans, certifications and any applicable warranties or manuals, in accordance with project closeout requirements QA - 7/14/25: The Borough will provide minor tree and brush trimming as required to provide equipment access. This can be discussed at a site walkthrough at the time of the preconstruction meeting. If any large trees need to be removed (not anticipated on this project) then the Borough will request pricing from the contractor to perform the removal and the costs will be paid under the allowance for the project. notice to proceed will be issued in the beginning of September and the work should be completed prior to the end of October.
