The Scope of Work generally consists of on-call annual scheduled maintenance and repair tasks. The Napa County Flood Control and Water Conservation District (District) is issuing this Request For Qualifications (RFQ) to seek qualified and capable firms to provide general construction and maintenance services in support of watershed maintenance, flood control operations and general landscape activities. Selected firm(s) will assist the District in meeting their primary objectives in maintaining local stream channels, maintaining and rehabilitating flood control features, and restoring riparian habitat. The Scope of Work generally consists of on-call annual scheduled maintenance and repair tasks that may include, but are not limited to: o Repair and replacement of drainage structures such as corrugated culverts, tidal flap gates, reestablishing slope/grade of earthen drainage channels, repair of drainage structures, outfalls/inlets. o Application of erosion control measures such as installation of erosion control fabric, straw wattles, use of drill seeders, and application of hydro-mulch and straw blowers. o Excavation and off haul of stream channel sediment, as well as surrounding channel debris and woody vegetation if needed, from District lands and easements, stream channels, and designated private property in accordance with general sediment removal practices. o Vegetation management including tree maintenance, downed tree management, and mowing. o Perform the safe removal and/or modification of downed trees, debris in streams channels and general clean up associated with high flow events throughout Napa River watershed. o Homeless encampment debris removal. o Perform on-call Emergency Services related to high rain and flood events throughout Napa River watershed. o Additional general engineering and maintenance services not specifically described above but that could be required and are within the scope of the District's Stream Maintenance Manual and the Napa River Flood Protection Project's Operation and Maintenance Manual(s). The response to this request for qualifications should be targeted to services described in this RFQ, however the District reserves the ability to use the selected Contractor to provide other related supporting services if, in the opinion of the District, they require similar qualifications. All responses become the property of the District. The District reserves the right to reject any and all submittals; to request clarification of information submitted; to request additional information from competitors; and to waive any irregularity in the submission and review process. None of the materials submitted will be returned to the Respondent unless they are not submitted in a timely manner. The submitter understands and agrees that the District shall have no financial responsibility for any costs incurred by the responder in responding to this RFQ and shall not be liable to any submitter costs attributed to its own study and investigation or the preparation of any required item or information described in the RFQ until the submitter has executed an agreement with the District and has been authorized in writing to provide professional services. Local vendors will be awarded contracts for services where qualifications are determined by the reviewing panel to be otherwise equal; unless such preference is not allowable by law. For this matter, a local vendor is a vendor who has a billing address located within Napa County. Where appropriate, out of county vendors are encouraged to subcontract with qualified local vendors.
