Contractor shall provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, prevailing wages, insurance, bonds, and personnel to provide the DSH with Fire Alarm Maintenance and Repair Services. This is a "public works" project as defined in Labor Code 1720. Contractor and its Subcontractor shall be registered with Department of Industrial Relations (DIR) pursuant to Labor Code 1725.5, subd. (f) and must pay prevailing wage per Labor Code 1771. In submitting a bid, bidders agree that they have read, understood, and will comply with the instructions found herein. Failure to comply with any of the requirements may result in rejection of a bidder's bid. By submitting a response, bidders agree to the terms and conditions stated in this solicitation and any resulting agreement. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22 (the EO) regarding Economic Sanctions against Russia and Russian entities and individuals. "Economic Sanctions" refers to sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. By submitting a bid or proposal, Contractor represents that it is not a target of Economic Sanctions. Should the State determine Contractor is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor's bid any time prior to contract execution, or, if determined after contract execution, shall be grounds for termination by the State. 1. Contractor shall provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, prevailing wages, insurance, bonds, and personnel to: provide the DSH with Fire Alarm Maintenance and Repair Services. 2. Please carefully review and consider the minimum qualifications, and the detailed Scope of Work located in Attachment 18, Sample Agreement, Exhibit A, Scope of Work, in order to complete your bid. 3. Contractor shall provide DSH with fire alarm testing, inspection, and repair services. This is a full-service contract developed to ensure that the Contractor is responsible for all services necessary to maintain operational integrity of the facility fire protection fire alarm system per local, state, federal and industry standards to include but not limited to, National Fire Protection Association (NFPA), California Health and Safety Code, California Code of Regulations (CCR), Title 19, Licensing, The Joint Commission (TJC), Office of the State Fire Marshal (OSFM), and the California/International Code Building standards. Compliance shall be monitored and regulated by the Authority Having Jurisdiction (AHJ), its liaisons and/or contract manager(s). 4. The DSH-N fire protection system fire alarm(s) consist of a physically networked and locally monitored components with redundant cellular transmitter(s) to a third-party contracted monitoring service. At DSH-Napa, local fire alarm monitoring is provided by the hospital police department dispatch center via a notification panel with visual and audible alarms as well as phone and email notification from the contracted third-party monitoring service. Facility wide there are approximately 8,663 devices throughout approximately 55 buildings, to include but not limited to, audible/visual warning devices, keyed and non-keyed pull stations, smoke alarms, heat detectors, relays, door releases, power supplies, batteries, notification interfaces/consoles and network devices.
