Napa County Airport A Row Hangar Roof Replacement Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. In conformance with Public Contract Code section 20129, bids must be valid for 90 days from the date bids are opened. Bidders are responsible for monitoring online for addendums which may be issued up until 72 hours prior to bid opening. Complete sets of Contract Documents must be used in preparing Bids. The County does not assume responsibility for errors or misinterpretations resulting from the use of incomplete sets of Contract Documents. Bid results of the three apparent low bidders with their subcontractor's list will be online the following day after the bid opening day. In accordance with California Public Contract Code section 3400, bidders may propose equals of products listed in the technical specifications or project plans by manufacturer name, brand, or model number, unless the technical specifications or plans specify that the product is necessary to match others in use. Complete information for products proposed as equals must be submitted to the Public Works Office for review at least 10 days before the time specified for bid opening. This submission deadline shall control over the timeline set forth in the Standard Specifications, section 6-1.05. Pursuant to Labor Code section 1771.1, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Public Contract Code section 4104, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Business and Professions Code section 7029.1 or by Public Contract Code section 10164 or 20103.5, provided the contractor is registered to perform public work pursuant to Labor Code section 1725.5 at the time the contract is awarded. Pursuant to California Labor Code sections 1770, et. seq., the contractor and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the Napa County Department of Public Works where copies will be made available to any interested party on request. These rate determinations may also be found online. In accordance with Labor Code section 1773.2, copies of the applicable determinations of the Director of Public Works are on file at the Public Works Office and may be reviewed upon request, and in accordance with Labor Code section 1774, the prevailing wage rates for classifications of labor to be employed in the work have been determined by the County and are included in the Special Provisions referred to, above. Contractors and subcontractors shall also submit certified payroll records, employ apprentices, and comply with working hour conditions as required by the Labor Code. No bid will be considered unless it is made on a blank form furnished by the County Engineer of Napa County and is made in accordance with the provisions of the proposal requirements and conditions set forth under Section 2 of the 2018 Standard Specifications of the State California, Department of Transportation, except as modified in the above-referenced Special Provisions. Each bidder must be licensed as required by law. The Contractor and any Sub-Contractors shall be registered with the State of California Department of Industrial Relations (Public Works Contractor Registration) at the time of bid opening. The Contractor shall possess a Class "C-39" license at the time of the Contract award. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. All times listed in these specifications are in Pacific Standard Time. The Board of Supervisors reserves the right to reject any or all bids. The work in general consists of, but is not limited to supplying all labor, materials, and equipment needed to replace the roof and internal Dutch gutter systems with in-kind and further identified in the technical specifications and shown on Attachment A- Original plan set, for project entitled Napa County Airport A Row Hangar Roof Replacement Project, PW 26-07. The work also included a Bid Allowance that will address any unforeseen conditions to the roofing and building system revealed during the demolition phase of construction. The building is currently unoccupied; coordination for access will be required through Airport Operations. Aircraft operations remain active at all times during construction, section 22- MISCELLANEOUS PROVISIONS, outlines Airport operational requirements that must be adhered to by the CONTRACTOR. Please see the proposal forms, instructions to bidders, for more information. Contractor laydown, equipment staging, and employee parking identified in Attachment B attached herein. Additive alternate #1 consists of remove and replace existing internal Dutch gutter system on hangars A1 and A4 with same labor, material, and equipment necessary for Base Bid and further identified in the technical specifications. a. Furnish labor, material, tools, equipment and services to replace the gabbled roof and internal Dutch gutter systems for approximately 15,000 square foot (60' by 244') aircraft storage hangar at Napa County Airport in accordance with provisions of the Contract Documents. b. Although such work is not specifically indicated, the contractor/installer shall coordinate with the metal roof system supplier to furnish and install supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for a sound, secure and complete installation. The general work to be performed for BASE BID; 1. Any necessary safety measures installed 2. Any necessary disconnections and reconnections for equipment on or near roof 3. Electrical wiring and fixtures within hangar protected in place 4. Complete removal of the existing roof, skylights, ventilators, flashing, Dutch gutter system, insulation and degraded or unusable purlin structure for A Row Hangars 5-8 as determined by Napa County consultant. Assume existing parapet wall panels and parapet cap trim to remain in as-is condition. 5. Installation of 24 GA. PBR roof material for1/2:12 pitch with paint coating, equal to existing roofing and supporting structure in accordance with specifications. 6. Install 10, 20" Round ventilators, approx. 60 LF of ridge cap, 608 LF of transition flashing, rake trim if necessary, and other appurtenances in accordance with specifications. 7. Install interior Dutch gutter system with stainless steel or other approved water- resistant metal. (approx. 120 LF) in accordance with specifications 8. Seal internal Dutch gutter in accordance with specification. The intent of the plans and specifications is to cover the entire project ready for use when completed. The Contractor shall accomplish complete installation of facilities, and any other required items to make the unit complete. All units, facilities, etc., shall be in operating condition to the approval of the Engineer. The quantities and items listed in the proposal form and contract form are given as a basis for the comparison of bid and the Board of Supervisors does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work, or to omit portions of the work as may be deemed necessary or expedient by the Project Manager
