City of Anna, an Illinois Municipal Corporation of Union County Illinois, is seeking Statements Of Qualifications (SOQ) from qualified Consulting Engineering Firms to provide Phase I, II and III Engineering Services in connection with Federal Highway Transportation Projects. The City of Anna reserves the right to waive minor irregularities and nonconformities in any SOQ when it is in the best interest of the City and reserves the right to request more information and/or clarification from qualified Consulting Engineering Firms that submit an SOQ. A Selection Committee of the City will score and rank Engineering Firms based on the criteria set forth in the RFQ. If it is determined interviews are needed, then they will be done by the Selection Committee. The City will negotiate in good faith a contract with the highest ranked engineering firm consistent with provisions of the RFQ. If the City is unable to negotiate a contract with the firm which is preferred, negotiations with that firm shall be terminated and negotiations shall begin with the firm which is next preferred. Any Contract for Engineering Services will be subject to the approval of the City of Anna corporate authorities and IDOT. No Bidder may withdraw his bid for a period of thirty (30) days after the actual date to the opening thereof. The City of Anna, Illinois, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding. RFQ date notes: Please submit four (4) each hard copies and one (1) each digital copy of Statements of Qualifications for services . The digital copy must be in PDF format on a flash drive. Postmarks and late submittals will not be considered. Facsimiles and electronic email submittals will not be accepted. There will be no formal opening of the SOQ. The City will not be responsible for errors or omissions occurring in the transmission or downloading of the RFQ document from the City website.
