Sealed bids are invited for Exterior Improvements, Phase 3 at Projects IL-67-1/Cobden, IL-67-3/Dongola, and IL-67-5/Cobden, to be received in a single lump sum proposal. Bidders are required to follow all procurement policies established by HUD and the Housing Authority of the County of Union, including submission of a Bid Guarantee. Question Deadline 04/16/2026 at 2:00 pm Any prospective bidder desiring an explanation or interpretation of the solicitation, specifications, drawings, etc., must request it at least 7 days before the scheduled time for bid opening. Base Bid: a. IL-67-1/Cobden: 1) Install new gutter guards on all guttering on all buildings. Paint all steel porch posts. Paint the overhead garage door at the Community/Maintenance Building. Install new interior TV jack and box in the living room of each unit and run new cable back to new exterior cable box. Replace exterior light fixtures on buildings. Remove existing insect screens and install new security screens on existing aluminum windows. b. IL-67-3/Dongola and IL-67-5/Cobden: 1) Remove and replace damaged brick veneer and stone sills, tuckpoint damaged or deteriorated mortar joints, and clean all brick. Replace siding, gutters, downspouts, soffit, and fascia covers. Install gutter guards on all new gutters. Connect downspouts to existing storm drain laterals, where they occur. Remove and replace shingle roofing systems, including ridge vents, exhaust vents, plumbing vent flashing, etc. Paint flues. Unit address numbers to be replaced with 911 compliant signs. Unit entry lights to be replaced. Remove building mounted wall-pack lights. Remove emergency call horns/strobes from exterior at all locations, except ADA units (PHA to remove interior equipment and patch interior finishes). Remove all exterior mounted CATV wiring and provide a single, wired TV jack in Living Room of each unit with exterior box for connection by Utility (CATV/Satellite). Replace dryer vents. Paint exterior doors and frames. Remove existing insect screens and install new security screens on existing aluminum windows.
