Single stipulated sum bids will be received for all work required by the Contract Documents in accordance with the Instructions to Bidders. All proposals must be on file with Northwest Mississippi Community College prior to the opening time as stated above. All proposals must be sealed and clearly marked on the outside of the envelope as indicated "Centennial Bell Tower - Northwest Mississippi Community College" to be opened. Envelopes not so marked are submitted at the risk of the Bidder and the College assumes no responsibility for the premature opening of same by any College employee. For any questions relating to the electronic bidding process, please call Plan House at (662) 407-0193. Electronic submittal of Bids is not required. The contract shall be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder. Northwest Mississippi Community College reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of Northwest Mississippi Community College. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. Each bidder must deposit with his bid (or upload at Bidders Option), security in the amount, form and subject to the conditions provided in the Instructions to Bidders. Performance and Payment Bonds will be required from the successful bidder. Bidders shall comply with law of the State of Mississippi requiring Certificate of Responsibility. Resident contractors shall, in accordance with laws of the State of Mississippi, be granted preference over non-residents in the award of this contract in the same manner and to the same extent as provided by the laws of the state of domicile of the non-resident. A non-resident contractor shall attach to his proposal a copy of his resident state's current law pertaining to such state's treatment of non-resident contractors. Question Deadline 07/29/2025 Every request for such interpretation should be in writing addressed to the following: 1. "Eley Guild Hardy Architects, 1091 Tommy Munro Drive, Biloxi, MS 39532.a. EGHA Working hours are Monday thru Friday, 8:00 am to 5:00 pm C. Written interpretation must be received at least seven days prior to the date fixed for the opening of the bids Work (Base Bid) includes but is not limited to the following: 1. Construction of a new steel-framed Centennial Bell Tower clad in masonry, stucco, GFRC, cast stone and architectural precast concrete, with LED uplighting, LED back-lit Clock Cannisters on each cupula face, speakers powered by remote programmable carillon console, speakers and other bell tower equipment (per Section 11 78 16). 2. A plaza around the tower base paved in brick pavers bordered with concrete, flanked with new cast stone and masonry raised planters. 3. A large bronze medallion, centered beneath the tower and inset into the pavers. 4. A masonry-framed cast stone face with inset lettering and logo at north plaza boundary. 5. New concrete curbs and gutters and landscaped/sodded islands and other site improvements at existing crosswalk locations. 6. New LED fixtures at existing band field light poles. 7. All civil and electrical work as indicated. 8. Demolition as required to accommodate new construction. 9. All temporary fences, and general protection system for the students, faculty, and public for this portion of the Work. 10. Protection of existing sidewalks, fencing, landscaping, etc. to remain. **Grinder, Taber & Grinder request subs bids no later than 2:00 PM on August 06, 2025.
