Description: The Work shall be completed under two separate Contracts and consists of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following primary components for each Contract: Contract No. 1 - Well Construction: Construction of two (2) 12-inch permanent production wells complete with stainless steel well screen, steel drive pipe, and casing; gravel pack; grout; vertical turbine pump; pump base, well development and performance testing; water quality testing; and associated Work. Contract No. 2 - Well Building and Pipeline Construction: Construction of two (2) 16 ft x 12 ft steel-sided well control buildings; concrete foundation; installation of process pipe, magnetic flow meter, well prelubrication system, approximately 125 feet of 10-inch pipe, 625 feet of 14-inch pipe, and 650 feet of 16-inch raw water transmission pipeline; site grading; seeding; and associated Work. OWNER'S RIGHTS RESERVED: All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) days after the date of Bid opening. All Bids shall be prepared according to Section 00 21 13 - Instructions to Bidders contained within the Project Manual and must include: 1. Acknowledgement by the Bidder of Receipt of all Project Addenda: Prospective Bidders will be required to download all addenda in order to submit an online bid. Submittal of an online bid will be taken as acknowledgement of all addenda. 2. Bid Security: Each Bid shall be accompanied by a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the ALP Utilities, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal's Bond and a contractor's Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. 3. Responsible Contractor Certification: All Bidders must certify that they are a Responsible Contractor by signing a certification form stating that the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the Project Manual. No Bid will be considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be resealed and returned to Bidder. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding.
