Site work and paving for a mixed-use development in Mount Sterling, Illinois. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Description: This work shall consist of the reconstruction of Washington Street from Damon Road to Cherry Street to hot-mix asphalt on an aggregate base and HMA milling and resurfacing of Washington Street from Cherry Street to Oak Street. Also included shall be sidewalk ramp removal and replacement, pipe culvert removal and replacement, drainage improvements, tree removal, signing and striping, and associated work. DESCRIPTION OF WORK: This project shall consist of the reconstruction of Washington St. from Damon Rd. to Cherry St. to HMA on an aggregate base and HMA milling and resurfacing of Washington St. from Cherry St. to Oak St. Also included shall be sidewalk ramp removal and replacement, curb and gutter removal and replacement, pipe culvert removal and replacement, drainage improvements, tree removal, signing , striping, and associated work. COMPLETION DATE: The Contractor must complete all work associated with this project on or before November 21, 2025. If the Contractor fails to complete the required work by the completion date, he shall be liable to the City for liquidated damages in accordance with Section 108.09 of the Standard Specifications, and any other additional special provision which may be attached herein which supplements Article 108.09. The Contractor will also be liable for additional items of work made necessary by not meeting the completion date. Such items include, but are not restricted to pavement patching, temporary sidewalk, temporary pavement marking, temporary erosion control, and temporary seeding. J.U.L.I.E. SYSTEM: The Joint Utility Location Information for Excavators telephone number, 1-800-892-0123 or 811, is shown on the cover sheet. The Contractor shall used this number with the township name shown on the location maps on the cover sheet when requesting utility information. TRAFFIC CONTROL: Traffic control shall be in accordance with the applicable sections of the Standard Specifications for Road and Bridge Construction, the applicable guidelines contained in the Illinois Manual on Uniform Traffic Control Devices for Streets and Highways, these special provisions, and any special details and Highway Standards contained herein and in the plans. Special attention is called to Article 107.09 and Sections 701 thru 703 of the Standard Specifications for Road and Bridge Construction and the following Highway Standards: 701006, 701501, 701801, 701901, and BLR22-7. The Contractor shall be responsible for traffic control devices at all times during construction activities, and shall coordinate the items of work to keep traffic hazards and/or inconveniences to a minimum. All advance warning signs shall be new or in like new condition at the start of the project. Unless otherwise specified, they shall be 48 inches by 48 inches, with a black legend on a fluorescent orange reflectorized background. The Contractor shall allow access to private property along the closed portions of the road or sidewalk where not other public way provides access. Open holes, trenches, and drop-offs shall be fenced and barricaded to protect local traffic and pedestrians. Flagger(s) will be required when work encroaches on the open lane(s). No lane closures will be permitted without flagger protection. The Contractor shall be permitted to close Washington St. to thru traffic during pavement reconstruction activities in accordance with highway standard BLR 22-7. Under no circumstances shall this closure exceed twenty-one (21) calendar days. Existing traffic signs to remain in place shall be maintained by the Contractor in a manner to ensure adequate protection from motorists using the street during construction. If it becomes necessary to remove existing signs for construction operations, temporary signs shall be installed and maintained by the Contractor at locations designated by the Engineer. Any existing traffic signs or posts damaged by the Contractor shall be replaced at his own expense. Any inconvenience or delays incurred by the Contractor in complying with this Special Provision shall be considered incidental to the contract and no additional compensation will be allowed. Traffic control and protection shall be in accordance with the standards, details, and special provisions in the plans and shall be paid for at the contract lump sum price for TRAFFIC CONTROL AND PROTECTION, (SPECIAL), which price shall be payment in full for all materials, labor, and equipment required to complete this item as specified and to the satisfaction of the Engineer. SAWCUTTING PAVEMENT, SIDEWALK, AND CURBANDGUTTER: Prior to removal of any of the above items, the joint between that portion to remain and that portion to be removed shall be neatly sawed to obtain a vertical edge. This work shall not be paid for separately, but considered included in the cost of the item being removed. COMBINATION CONCRETE CURB AND GUTTERABUTTING EXISTING PAVEMENT: This work shall consist of constructing Combination Concrete Curb and Gutter that abuts existing pavement. For areas where existing pavement is removed beyond the minimum necessary to construct the proposed combination curb and gutter, the Contractor shall provide Class C Pavement Patching between the edge of the gutter flag and edge of the sawcut. This work shall be completed in accordance with Section 442 of the Standard Specifications and as directed by the Engineer. Prior to the removal of any existing curb/gutter for construction of the new combination concrete curb and gutter, the contractor shall longitudinally sawcut the existing pavement to provide a clean square edge for construction of the proposed curb and gutter. In areas of existing pavement where there is no existing curb/ gutter, the existing pavement shall be sawcut longitudinally to provide a clean square edge for construction of the proposed curb and gutter. Saw cutting of the existing pavement shall be completed in accordance with the applicable portion of Section 442 of the Standard Specifications, and shall not be paid for separately. The proposed construction of the Combination Concrete Curb and Gutter shal be constructed as specified in the plans, IDOT Highway Standard 606001, Section 606 of the Standard Specifications and as directed by the Engineer. All additional material, labor, and equipment necessary to perform this work shall be included in the cost of the COMBINATION CONCRETE CURB AND GUTTERABUTTINGEXISTING PAVEMENT of the type specified, and no additional compensation shall be allowed. CLASS CPATCHES: This work shall be completed in accordance with Section 442 of the Standard Specifications and as described herein: The quantity for CLASS C PATCHES, TYPEs II, III, and IV, 6 INCH is estimated, and is included to account for any pavement failures that require repair at the discretion of the Engineer. N/A The Engineer reserves the right to tie any proposed patches to existing pavement if it is determined that it is necessary based upon existing pavement conditions. All patches shall be a minimum of 6" thick subsequent to milling operations. If the Contractor chooses to construct patches prior to milling, no additional compensation will be allowed for the required additional thickness. This work shall be paid for at the Contract unit price per SQUARE YARD for CLASS C PATCHES of the type and thickness specified, which price shall include all equipment, labor and material necessary to construct the final patching area. Tie bars will not be considered for separate payment but considered included in the cost of CLASS C PATCHES. CURB REMOVAL: This work shall be performed in accordance with Section 440 of the Standard Specifications and as described herein: All barrier curb, concrete gutter, and combination concrete curb and gutter shall be removed as shown in the plans and as directed by the Engineer. Regardless of whether it is curb, gutter, or curb and gutter, or a combination thereof, this work shall be paid for at the Contract unit price per FOOT for CURB REMOVAL. EXISTING DECORATIVE LIGHT POLE AND FOUNDATION REMOVAL: This work shall consist of removing the decorative light pole and associated foundation specified in the plan and as specified herein: The Contractor shall be required to return the pole and associated fixture to the City at a location designated by the Engineer. The Contractor shall take all necessary precautions to not damage the light pole during removal activities. The Contractor sha l be responsible for any damages due to his own negligence. Any voids created by the removal of the foundation shall be filled to the satisfaction of the Engineer. Any existing wiring encountered during removal activities shall be terminated and abandoned as specified by the Engineer. All labor, equipment, and materials necessary to perform the work as described herein shall be paid for at the Contract unit price per EACH for EXISTING DECORATIVE LIGHT POLE AND FOUNDATION REMOVAL. SEEDING, CLASS 1 (SPECIAL): This work shall be done in accordance with Sections 250 and 251 of the Standard Specifications for Road and Bridge Construction and the following provisions: Seeded areas shal be mulched in accordance with Article 251.03. The Contractor shall use Procedure 1 of Method 2. Mulch shall be applied at a rate of 2 tons per acre. Revise Articles 250.10 and 251.07 so that the following applies: "Basis of Payment: This work shall be paid for at the contract unit price per ACRE for SEEDING, CLASS 1 (SPECIAL). The items of Mulch and Fertilizer Nutrients will not be paid for separately, but shall be included in the cost of the Contract unit price per ACRE for SEEDING, CLASS 1 (SPECIAL)." PIPE CULVERTS, CLASS C, TYPE 112": This work shall be performed asdescribed in Section 542 of the Standard Specifications except as modified herein: All culverts shall be Galvanized Corrugated Steel Pipe in accordance with Section 1006.01, and no other materials shall be permitted unless explicitly stated by the Engineer
