This project is federally funded by the U. S. Department of Housing and Urban Development s (HUD) Indian CommunityDevelopment Block Grant (ICDBG) program.The Housing Authority of the Kickapoo Tribe of Oklahoma (HAKTO) is requesting Qualifications for a Civil Engineer toprovide design and construction specifications, construction estimate, sealed bid documents, bid opening, bid analysisand project inspection through closeout for a phased roadway (clearing, aggregate base placement, with add alt asphaltor concrete road), electric and waterline extension, and permanent placement of five (5) manufactured housing units onfoundations with driveways. Phased subdivision planning, surveying for placement, most economical utility connectionplan and specs, subdivision stormwater drainage planning only, and Geotech for roadway and MHU foundations are partof this scope.Surveying is critical to this project as the new subdivision is rural, rugged terrain, heavily wooded, trust land in Harrah,Oklahoma.Location: Kickapoo Valley Phase 2 in Harrah, Oklahoma (one mile east of the Kickapoo Casino off Highway 62 andadjacent to the paved Phase 1 Kickapoo Springs section) Project Construction Estimate: $500,000-$650,000 The project design, estimate, and construction documents will be reviewed/inspected by the U.S. Army Corps ofEngineers-Tulsa District (USACE). The Corps will also review pay applications for the Owner s recommendation to pay theCivil Engineer.Selection of a Civil Engineer will be evaluated on the following criteria:1. Engineer s Statement of Qualifications and Licensure. 0-30 points2. Engineer s Experience working with Tribal Governments/Tribal Projects. 0-10 points3. Surveyor s Statement of Qualifications and work with Tribes. 0-20 points4. Three recent (within last 2 years) client references. 0-10 points5. Proposed design, survey, and testing Timeline to be completed within 150 days of contract. 0-10 points6. Proof of Errors and Omissions Insurance. 0-5 points7. Proof of SAM.gov No Exclusions screenshot showing contractor is not debarred from receiving a federal contract OR anotarized Affidavit stating Engineer is not on the federal Excluded Parties List, debarred from federal contracting, or inactive suspension or litigation over contract performance. 0-58. Indian Preference (proof of tribal enrollment and/or majority company ownership if claiming Indian owned business). 0-10 points This is a Request for Qualifications only. There is no site showing. There are no other documents attached to this RFQ. HAKTO reserves the right to select a Civil Engineer with or without conducting interviews. Fee negotiations will occur withselected engineer(s) until a satisfactory agreement is reached. American Indian, women-owned, veteran-owned, and minority businesses are encouraged to submit their responses. The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range.
