Renovation of a mixed-use development in Corona, California. Completed plans call for the renovation of a educational facility.
The Corona-Norco Unified School District ("District") is issuing this Request For Proposals ("RFP ) requesting proposals from experienced lease-leaseback contractors ("Contractor" or "Firm" or "Proposer") who have been prequalified by the District in accordance with Education Code section 17406(a)(2)(C), Public Contract Code section 20111.6, and BP 7412, and are qualified for the District's following Theater Upgrade project at the following six (6) high school sites: Roosevelt High School, Santiago High School, Corona High School, Norco High School, Centennial High School and Pollard High School. Contractor using the "best value" competitive procurement process pursuant to the provisions of Education Code section 17406 and BP/AR 7600 that can assist with both preconstruction services and construction services. Contractors and their subcontractors (of any tier) shall not be qualified to submit or be listed on a proposal, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. The Scope of Work for the Project is expected to include the construction and installation of certain sound and lighting upgrades and improvements to the Theater located on: 1) Eleanor Roosevelt High School, located at 7447 Scholar Way, Eastvale, California 92880 ("Roosevelt"); (2) Santiago High School, located at 1395 East Foothill Parkway, Corona, California 92881 ("Santiago"); (3) Corona High School, located at 1150 West Tenth Street, Corona, California 92881 ("Corona"); (4) Norco High School, located at 2065 Temescal Avenue, Norco, California 92860 ("Norco"); and (5) Centennial High School, located at 1820 Rimpau Avenue, Corona, California 92881 ("Centennial") (collectively, the "High Schools"), as depicted in the plans and specifications for the Project once approved by the District. The Scope of Work for the Project is expected to include the construction and installation of certain sound and lighting upgrades and improvements to the Theater located on: 1) Eleanor Roosevelt High School, located at 7447 Scholar Way, Eastvale, California 92880 ("Roosevelt"); (2) Santiago High School, located at 1395 East Foothill Parkway, Corona, California 92881 ("Santiago"); (3) Corona High School, located at 1150 West Tenth Street, Corona, California 92881 ("Corona"); (4) Norco High School, located at 2065 Temescal Avenue, Norco, California 92860 ("Norco"); and (5) Centennial High School, located at 1820 Rimpau Avenue, Corona, California 92881 ("Centennial") (collectively, the "High Schools"), as depicted in the plans and specifications for the Project once approved by the District. The Scope of Work for the Preconstruction Services which the selected Contractor shall be responsible is set forth in the Site Lease, whereas the Scope of Work for the Construction Services which the selected Contractor shall be responsible is set forth in the Construction Services Agreement. Of particular importance, the selected Contractor shall be required to perform the following construction and post-construction services: o Bid coordination of plans, bidding, and selection of qualified, prequalified (if required by Education Code section 17406(a)(2)(C), Public Contract Code section 20111.6, and BP 7412) subcontractors, including trade contractors, consistent with Section 7 of the Construction Services Agreement, and Project construction administration; o Comply with Education Code section 17407.5 which requires the Contractor and its subcontractors at every tier to use a skilled and trained workforce to perform all work on the Project that falls within an apprenticeable occupation in the building and construction trades; o Construct the Project, as specified above; o Coordinate and expedite record drawings and specifications; o Compile operations and maintenance manuals, warranties/guarantees, and certificates; Digital O&M and as-built documents will be required; As-builts to be kept digitally and updated for each pay application; o Obtain occupancy permit; and coordinate final testing, documentation, and governmental inspections; o Prepare final accounting and closeout procedures with the Project Inspector; o Assist the District in any audit reporting to the Office of Public School Construction; and o Other responsibilities necessary for the completion of the Project in accordance with the approved plans and specifications. The Scope of Work for the High Schools is expected to include, but will not be limited to the installation and construction of certain sound and lighting upgrades and improvements as part of the Theater located on each of the Sites. The final scope of the Project shall be depicted in the Plans and Specifications for the Project, approved by District, on file at District's office, and incorporated herein as if set out in full.
