Site work for a water / sewer project in Pawhuska, Oklahoma. Completed plans call for site work for a water / sewer project.

The Project is located within one of the Osage Nation's Villages, the Pawhuska Village, situated on Assessor Parcel No. 03-25-09-39550 in Osage County within northeastern Oklahoma and bounded by E. 21st Street to the north; John Dahl Avenue/U.S. Hwy 60 to the east; E. 15th Street to the south; and E. Boundary Avenue to the west The Project consists of replacing the existing sanitary sewer system. The primary work elements ("the Work") includes but is not limited to the following: Provide all materials, equipment, and labor necessary to replace City sewer facilities include replacement of existing 6-inch clay or PVC pipe with new 8-inch PVC SDR 26 pipe; replacement of existing 8-inch clay or PVC pipe with new 10-inch PVC SDR 26; replacement of existing 10-inch clay or PVC pipe with new 12-inch PVC SDR 26 pipe and Ductile Iron Pipe (DIP); replacement of existing 12-inch clay or PVC pipe with new 15-inch PVC SDR 26 pipe; replacement of existing brick and mortar manholes with new precast concrete manholes. The Project also involves furnishment and installation of approximately 521 linear feet of PVC SDR 35 pipe for the Indian Health Service Project OK 12-E17P1, including connection into an existing manhole in E. 15th Street; and replacing the existing above-grade PVC pipe over Soldier Creek crossing with buried DIP and include placement of new rip rap over a portion of Soldier Creek. The completed Work will also require pre-construction pipe cleaning and video inspection of existing sewer line; pre-construction field verification with City of Pawhuska staff for all existing sewer laterals; pre-construction survey; disconnection of all existing sewer laterals from existing sewer facilities and connection to the new sewer facilities; connection of the existing City sewer system with the new sewer main at various locations; a hydrostatic pressure test of new pipeline; leakage testing of the new manholes; complete and full removal of all replaced sewer pipelines and manholes; and post construction cleaning and video inspection of new sewer. Additional details of the Work are provided in the Contract Drawings. Proper construction phasing will be required for this project to minimize interruption of sewer service to all affected customers located within and outside the Pawhuska Village. Approval of Successful Bidder's construction schedule will be required prior to issuance of Notice to Proceed CONTRACT TIME: The Work shall be completed no later than nine (9) months after the commencement date established by DOCUMENT 00550 - NOTICE TO PROCEED. REQUIRED CONTRACTOR LICENSE AND QUALIFICATIONS: To bid this Project, the Contractor shall have a minimum of five (5) years of relevant work experience installing sewer pipelines, sewer manholes, sewer laterals and connecting into existing and active manholes. The Contractor will be required to provide examples of at least five (5) Projects involving construction of sewer system for City Municipalities. The Contractor shall obtain and provide a copy of its current business license issued by the Osage Nation Tax Commission pursuant to the Osage Nation Business License Code. Preference shall be given to Contractors having fifty-one percent (51%) Osage member ownership with valid proof, provided at the time of bid submittals All bids must be accompanied with: i. A certified check, cashier's check or bid bond equal to five percent (5%) of the bid, which shall be deposited with the Procurement Officer as a guaranty; or ii. An irrevocable letter of credit issued by a financial institution insured by the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation for the benefit of the Osage Nation, on behalf of the Bidder, in an amount equal to ten percent (10%) of the bid. The Procurement Officer shall deposit the irrevocable letter of credit with the Treasurer of the Osage Nation. B. The amount of the bid deposit shall be forfeited to the Osage Nation Treasurer in the event the successful bidder fails to execute the contract or fails to provide the required bonds or irrevocable letters of credit and insurance to the Procurement Officer. If the Bidder is able to show an excusable bidding error, the Procurement Officer has discretion not to enforce the bid security. C. The Osage Nation Treasurer shall, upon receipt of notice from the Procurement Officer, return a certified or cashier's check, bid bond, or irrevocable letter of credit to the successful bidder on execution and delivery of the contract and required bonds or irrevocable letters of credit and insurance. Unsuccessful Bidders' cashier check/certified check will be returned once a contract has been fully executed. The Nation's Procurement Officer or an agent or employee thereof will call out the designated time in the Nation's Purchasing Office, stating that the period for accepting Bids is closed. All received bids shall then be taken to the Osage Nation's Tribal Development's Building for the official Bid Opening The Nation specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from the bidding requirements not involving time, price, or quality of the Work. Question Deadline 08/01/2025 The Nation's Procurement Officer may not answer questions received less than ten (10) Days prior to the date for opening of Bids. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
