MSgt Joe Bernier Email: joseph.bernier.1@us.af.mil Phone: (314) 527-8033 SMSgt Mark Phillips Email: mark.phillips.18@us.af.mil Phone: (314) 527-8031 The 131st Mission Support Group is issuing a Request for Proposal (RFP) using Simplified Acquisition Procedures to award a single firm-fixed price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervison necessary for the repair of the fire sprinkler distribution pipe system in Building 28, Jefferson Barracks Air National Guard Station (ANGS). Repairs include four sections of 4 inch black iron piping in the attic as well as one section in the lower level that have active leaks and need replacement along with supporting components. This is for a dry system. Refer to Figure 1: Base Overview for the base entrance and Building 28 location. Refer to Figures 2 - 5 for photos showing piping to be replaced. 1. Work in Building 28 shall: a. Prior to scheduling any work, the contractor must coordinate with 131 st Civil Engineering and the building user. 2. Attic: Remove four sections of the fire system piping that is leaking. These sections are located on the third floor east attic wing and west attic wing. In each attic wing are 2 piping sections to be replaced. Each of these are located adjacent to the center interior wall of the center portion of the building. 3. Lower Level: Remove section of pipe on lower level in the East wing just past the threshold doorway. The length of the section of pipe to be replaced is approximately 8 feet. The pipe is 4 inch diameter. On one end of the section of pipe to be replaced is a Victaulic fitting that is leaking and will also need to be replaced. 4. Install new sections with same, material (black steel), schedule (20), and 4 inch diameter and secure with new Victaulic fittings. All measurements and sizing to be verified by contractor. 5. Pressure test to be witnessed by 131 st Civil Engineering personnel. Pressure test to ensure sections are properly fitted, secured, and any leaks discovered are repaired. 6. Upon verifying all new installed sections of the fire protection system do not leak, then pressurize the system with air to working pressure of 40 psig. The contract duration will be 60 calendar days after notice to proceed to include inspections and punch list, which is negotiable. This project is set aside 100% for small businesses. The North American Industry Classification System (NAICS) Code is 238220, with a small business size standard of $19 million. The magnitude of construction is between less than $25,000. The Government's budget for this project is $16,000. See the solicitation document for information on the site visit and how to register. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
