Renovation of a water / sewer project in Totowa, New Jersey. Completed plans call for the renovation of a water / sewer project.

**As of September 15, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** This Contract Shall Require the Furnishing of All Labor, Materials and Equipment Necessary to Complete the Work as Shown on the Drawings and as Described in the Specifications. The Work Consists of the Replacement in-kind of the Owner-furnished Influent and Drain Butterfly Valves, Including All Necessary Hardware, Gaskets, Bolts and Nuts, and Accessories to Be Provided by the Contractor, Replacement of Butterfly Valves on the Washwater Piping Systems, Furnishing and Utilization of Stop Logs for Filter Isolation, Replacement of Handrail System Within Filter Rooms, Lighting Replacement, Piping and Wall Coating System Replacements, and Concrete Repair. The Work is Located at the Little Falls Water Treatment Plant Within the Borough of Totowa. The Work Shall Be Completed Within 730 Calendar Days of the Contractor's Receipt of Written Notice to Proceed. A Non-mandatory Pre-bid Conference Will Be Held on Tuesday, June 24, 2025, at 10:00 a.m at Passaic Valley Water Commission, at Its Auditorium Located at 800 Union Boulevard, Totowa, New Jersey. Representatives of the Commission Will Be Present to Discuss the Project. Bidders Are Encouraged to Attend and Participate in the Pre-bid Conference. The Contractor Shall Submit Any Questions Regarding the Bid Documents by Tuesday, July 8, 2025 at 3:00 P.m. To the Project Representative Listed in the Bid Documents. Bidders Shall Comply With the Requirements of the Local Public Contracts Law N.j.s.a. 40a:11-1 Et. Seq. As Supplemented and Amended; Ownership Disclosure Notice (P.l. 1977, C 33) N.j.s.a. 52:24.1 and Affirmative Action Requirements. (P.l. 1975 C 127) N.j.s.a. 10:5-32 in Addition to Other Applicable State Laws. The Successful Bidder for the Contract Shall Be Required to Comply With the Prevailing Local Minimum Wage Rates as Determined by the New Jersey Department of Labor. Within the Parameters Established by the Governing Law, the Commission Reserves the Right to Reject Any and All Bids or to Waive Minor Informalities or Irregularities in the Proposals Received and to Award the Contract to the Lowest Responsible Bidder. DESCRIPTION OF WORK A. The work in the Filter Building consists of the replacement in-kind of the Owner-furnished influent and drain butterfly valves, including a l necessary hardware, gaskets, bolts and nuts, and accessories to be provided by the Contractor, furnishing and replacement of backwash and filtration valves, furnishing and utilization of stop logs for filter isolation, replacement of handrail system within filter rooms, lighting replacement, piping and wall coating system replacements, and concrete repair. B. The Contractor shal be fuly and exclusively responsible for means, methods, techniques of construction, and safety. C. Contractor shal provide al labor, materials and equipment necessary to perform the Work. D. The summary of the work as described in this Section is an overal summary of the responsibilities of the Contractor and his relation to the Owner. It does not supersede the specific requirements of the specification sections. E. In addition to the project requirements described in the Description of Work, al costs for work described hereinabove shal be al-inclusive and shal be included in the prices bid. HOURS OF WORK A. Contractor shal schedule Work between 7:30 AM and 4:00 PM weekdays. B. Filters shal not be taken out of service from May 1 to September 30. Shutdowns must be coordinated with the Treatment Operations Departments during times of low demand. Al work shal be scheduled outside of peak demand to avoid impacting operations. WORK BY OTHERS A. Owner wil isolate, filter equipment, and drain the basins before handing them over to the contractor for work. SPECIAL CONDITIONS A. The Contractor is advised that the site of the work is an active drinking water treatment plant that must be kept in operation on a continuous basis. Any shutdowns of particular components must receive advance approval by the Owner. B. Work may be required to be performed outside normal business hours or days to accommodate the plant operations and the Contractor shal not be entitled to additional compensation. C. The Contractor shal provide whatever containment and/or temporary enclosures to protect the plant staff during al lead removal and/or abatement operations. D. The Contractor shal take whatever precautions necessary to exclude any foreign debris or contaminating substances for any water bearing facilities, which might endanger plant personnel and the general public. The Owner has separately pre-purchased influent and drain valves and is currently storing them on site just outside of the Filter Building. The Contractor shall be responsible for taking the valves out of inventory, transporting them to the area of installation and installing them without any further compensation.
