Question Deadline 08/15/2025 The scope of this project consists of work to the pool, pool deck area, new lifeguard station, locker rooms, and equipment area. The intent is to resurface the existing pool, repair damaged areas of the pool beam, and re-seal the construction control joints as well as to make various improvements to the facility and pool deck area. These improvements are inclusive of, but not limited to, construction of a new air conditioned lifeguard station, replacement of the sports lights, replacement and lifting of the scoreboard, updates to the existing locker facilities, and replacement of selected pool equipment. Exhibit A to this RFP provides 100% Construction Drawings for the project. Provide a detailed description of the methodology to achieve successful completion of the Project. Include any additional processes and/or procedures that would make your approach stand out from other proposals. Please provide details on the means and methods for disposal of existing pool water and dewatering the project area. Cone of Silence - No phone calls will be accepted for this project. The objective of this RFP is to enter into an Agreement with CONTRACTOR, who shall furnish all necessary expertise, personnel, tools, materials, equipment, supervision, timely and responsive to the timeframe of the Project. The specific services to be provided and performed are described in Section VIII, Scope of Services. The successful proposer shall perform the services under the awarded agreement as an independent contractor, and nothing contained in this RFP or the awarded agreement shall be construed to be inconsistent with this relationship or status. Nothing in the awarded agreement shall be interpreted or construed to constitute the successful proposer or any of its agents or employees to be the agent, employee, or representative of the Village. Any and all inquiries posed during the site visit shall be documented by the assigned Village staff and will be addressed via written addenda as presented above in Section III. All inquiries and requests for clarification or interpretation regarding this Request for Proposals (the "RFP") shall be made in writing to the attention of the Procurement and Grants Administrator by mail to 86800 Overseas Highway, Islamorada, Florida 33036 or by email to danays.hernandez@islamorada.fl.us no later than August 15, 2025. The purpose of this RFP is to solicit sealed cost proposals from CONTRACTORS, who specialize in or have experience in large commercial pool resurfacing and renovation projects for a project to resurface the Olympic size community pool renovate locker room facilities, and the addition of a lifeguard office/first aid station, also referred to herein as the "Project". Proposals are requested from firms that have a demonstrated ability to perform the tasks identified in the Scope of Services and Deliverables in this RFP. SCOPE OF WORK FOR POOL & EQUIPMENT: Resurface and repair existing pool shell and upgrade equipment per plans. o Pressure test existing main drain, Vacuum line and return piping to ensure the integrity of the piping. Notify engineer if leaks are found for repair/replacement instructions. o Perform leak detection on existing underwater light niches. o Remove existing pool finishes to clean Substrate. o Expose areas of spalling concrete and notify engineer of record when exposed. o Repair areas determined by EOR per Repair sketches will be provided by the EOR. o Remove existing main drain sumps, frames and grates and construct new field fabricated sump per plans. o Remove existing high dive platform stair and replace with new per plan. o Remove existing collector tank finishes and prepare tank for new finishes. o Remove existing grab rails and store for Re-installation. o Remove existing hi rate glass media filters and dispose of. o Remove a portion of the gutter and concrete Deck around the existing lane marker flag poles for repair. o Replace piping with new, sch. 40, pvc pipe with imprinted nsf-pw approval. o Remove and store ADA lift, starting platforms, grab rails, hand rails and backstroke recall foundations, per Plan. o Replace diving board sprayer pump and sprayer fittings. o Construct new field fabricated Main Drain sump per plan. o Re-install ADA lift, starting platforms, handrail, and recall stanchions. Reinstall grab rails, per plan. o Provide and install new 12v led lights and ss niches, per plan. o Provide and install new pool finishes, Depth markers and no-diving markers, per plan. o Install 12" wide, dark contrasting, Slip-resistant tile lane lines and wall targets, per plan. o Provide and install new gutter fittings and return fittings, per plan. o Replace existing safety vacuum fittings with spring loaded fittings. o Coat all recirculation piping exposed to Direct sunlight to prevent UV degradation. o Provide and install four new electric reverse cycle heat pumps, as shown for supplemental heat and cooling. o Install new tablet type cal-hypo (chlorine) feeder per plan. o Provide and install new high rate glass media filters, disinfection and recirculation equipment, per plan. o Construct new equipment slab and 1,350 gallon drip tank, per plans. o Provide and install new in ground solids separator per plans. o Replace existing sports lights per electric plans. Performance and Payment Bonds: CONTRACTOR shall furnish a performance bond and payment bond, each in an amount at least equal to the Contract Price, as security for the faithful performance and payment of all of CONTRACTOR'S obligations under the Contract. These bonds must be provided to Village within fifteen (15) days after award of contract. These bonds shall remain in effect until one year after the date when final payment becomes due or until completion of the correction period, whichever is later, except as provided otherwise by Laws or Regulations, the Supplementary Conditions, or other specific provisions of the Contract. The Village reserves the right to accept or reject any or all proposals, to waive irregularities, technical errors and formalities, and to select a qualified contractor or contractors to provide the Project as it deems will best serve the interests of the Village.
