Renovation of a residential development in Cleveland, Ohio. Completed plans call for the renovation of a residential development.

The Work of Project is defined by the Contract Documents and consists of the following This project includes exterior wall assembly repair for a unit at 4222 W. 123rd Street in Cleveland OH. The work includes, but is not limited to, window, brick, framing and gypsum board repairs. B. Type of Contract 1. Project will be constructed under a single prime contract. 2. All trades to be coordinated with General Contractor to ensure complete installation to all applicable codes, manufacturers requirements, and manufacturer warranties. Scope of Work for detailed project general notes, specifications, and drawings. The Cuyahoga Metropolitan Housing Authority (CMHA), on behalf of Bellaire Wanda LLC, is seeking quotes from qualified Contractor for Town home damage repairs. All Contractors are encouraged to carefully evaluate the project scope of work contained in the exhibits and to attend the site visit to enhance their understanding of existing site conditions All questions regarding the RFQ and requirements must be emailed to Yasvel Couso Trigo at cousotrigoy@cmha.net. Deadline to submit questions for this RFQ is Thursday, July, 24, 2025. Exhibits are provided as a part of this solicitation. They do not need to be returned. All work must be performed to the specifications noted in Exhibits 1 and 2. Exhibit 1 - Project Scope of Work Exhibit 2 - General Conditions for Construction Contracts The Authority will not execute a contract on the successful proposer's form of contract. By submitting a response, the successful proposer agreesto the termsin the RFq and the attachments. All contract documents, including any contractor-supplied agreements shall be reviewed by the Contracting Officer prior to execution. Services shall not be performed for CMHA without an authorizing "Notice to Proceed" received by the Contractor by email. CMHA reserves the right to reject any and all bids, to waive technicalities, and to accept any bid deemed to be in its best interest. CMHA also reserves the right to seek additional or new bids and to waive informalities and minor inequities in bids received. This project is not subject to Davis-Bacon or HUD prevailing wage rates. Minority and Women-Owned Business Participation. It is the policy of CMHA to ensure that Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) have maximum opportunity to participate in CMHA contracting opportunities. To maximize MBE and WBE participation in CMHA contracting opportunities, CMHA will use its best efforts to secure 20% participation by MBEs and 10% by WBEs in all of CMHA's contracting and procurement expenditures. Respondents likewise must use their best efforts to ensure 20% participation by MBEs and 10% by WBEs in all subcontracts they execute ACE Program Participation. CMHA's ACE Program incorporates the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) regulated by the provisions of 24 C.F.R. Part 75, and CMHA's now defunct Project Area Resident (PAR) Program. The ACE Program ensures that employment and other economic opportunities are, to the greatest extent feasible, and consistent with existing federal, state, and local laws and regulations, directed to lowand very low-income persons (particularly those who receive government assistance for housing) and to businesses that provide economic opportunities to such persons. Pursuant to the ACE Program, Contractors and their subcontractors must use their best efforts to ensure that at least 25% of all labor hours associated with this contract are worked by ACE Workers and at least 5% are worked by Targeted ACE Workers. For purposes of this Section, "ACE Workers" and "Targeted ACE Workers" have the same meaning as "Section 3 Workers" and "Targeted Section 3 Workers", respectively, as defined by HUD at 24 C.F.R. 75.5 and 75.11. To comply with CMHA's ACE Program, Contractors must ensure that a. at least 25% of all labor hours worked on this project are worked by ACE Workers and b. at least 5% of all labor hours worked on this project are worked by Targeted ACE Workers. Each Respondent must ensure all MBEs, WBEs, and ACE Businesses it proposes to use in the performance of the contract have been recognized by CMHA as MBE, WBE, and/or ACE Businesses by virtue of their inclusion in CMHA's MBE/WBE Directory or ACE Business Directory. If the Respondent itself is an MBE, WBE, and/or ACE Business, it must likewise ensure it is listed in those Directories. For purposes of this Paragraph, "ACE Business" has the same meaning as "Section 3 business concern" as defined by HUD at 24 C.F.R. 75.5. Proposals submitted in response to this solicitation must include a completed MBE/WBE/ACE Participation Plan (Form DEI-2) and ACE Worker Participation Plan (Form DEI-3) demonstrating theRespondent's commitment to CMHAs MBE/WBE and ACE goals. Any proposal that does not demonstrate how Respondent will fully comply with CMHA's MBE, WBE, and ACE Program goalsmay be deemed non-responsive by CMHA. In any and all claims against the Cuyahoga Metropolitan Housing Authority, its Board of Commissioners, together with Bellaire Wanda LLC and each of their Subsidiaries, Affiliates, directors, officers, agents, servants, or employees by any employee or agent of the Contractor or anyone for whose acts the Contractor may be liable, the indemnification obligation shall not be limited in any way by the limitation, if any, on the amount or type of damage compensation or benefits payable by or for the Contractor under workers' compensation, disability benefits, or other employee benefits provided by law. The contractor shall maintain, at its sole expense, throughout the term of the Agreement the following insurance: Comprehensive General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate for bodily injury, property damage, and personal & advertising injury. Automobile Liability Insurance in an amount not less than $1,000,000 Combined Single Limit per accident. Workers Compensation Insurance which meets statutory requirements and Employer's Liability Insurance in the amount of $500,000 each accident and $500,000 each disease. Other than Workers' Compensation Insurance and Employer's Liability Insurance, all such policies shall name each of Bellaire Wanda LLC and the Cuyahoga Metropolitan Housing Authority as an additional insured and shall state that Contractor's insurance is primary and noncontributory in favor of each NOTE: The appropriate policy endorsement must be included with the Certificate of Insurance. Invoices or vouchersfor paymentshall be certified by the Project Manager and Contracting Officer.Each invoice or voucher shall, at a minimum, be supported by a summary of the cumulative costs, a description and date of the service provided, and the contract number.
