Demolition, site work, renovation and addition to a library in Cleveland, Ohio. Working plans call for the renovation of a library; for the addition of a 8,900-square-foot library; for the demolition of a library; and for site work for a library.
The Cleveland Public Library ("Owner") is seeking qualifications statements for construction manager at risk services for the Fleet Branch Renovation and Expansion Project ("Project"). The Project consists of renovating and potentially constructing an addition to an existing 8,900 square foot library branch that was built in 1981 and is located at 7224 Fleet Avenue, Cleveland, Ohio. The Project may include, without limitation, such services as mechanical, electrical, plumbing, handicap accessibility, roofing, concrete, and other items as described in the Construction Documents to be produced by the Project's architectural/engineering design team. It will also include coordination of all in-scope work with the work self-performed by the Library including direct purchasing, move out, and storage. The Project construction budget is approximately $5,000,000, inclusive of all Construction Manager's costs. The Construction Manager will be expected to manage, direct, and construct all phases of the Project, and will provide the following services: cost estimating, budgeting, value engineering, scheduling, pre-construction planning, subcontract bidding and project safety, design-assist, and providing a guaranteed maximum price for each facility comprising the Project. The qualifications required for the Project include: competence to perform the required management services; ability in terms of workload and the availability of qualified personnel, equipment, and facilities; past performance; financial responsibility; history of performance with meeting subcontractor diversity goals; and other qualifications as described in the Request for Qualifications ("RFQ"). Firms with questions about this RFQ or the scope of the Project should submit questions in writing to Sharon Fallon, Procurement Coordinator, Cleveland Public Library, Sharon.Fallon@cpl.org no later than 4:00PM on August 7, 2025. The project will consist of repairing the building envelope and providing new architectural finishes throughout the interior. The project will also include incorporating a Digital Innovation Center consisting of a classroom, program space, and technology in the building, which may be accomplished by expanding the building. The scope of the work will include cost estimating, lifecycle based engineering, and constructability reviews from Design Development through generation of the final GMP. It will also include coordination of all in-scope work with the work self-performed by the Library including FF&E purchases, computer and technology installation, signage, etc. The actual construction scope currently includes mechanical, electrical, plumbing, handicap accessibility, exterior wall remediation, roofing, interior renovation and improvements, exterior site work, installation of ADA compliant restrooms, and other items as determined by Owner. The first floor is elevated above grade requiring an accessible path of travel. Finishes throughout the building need updating. The scope may also include managing hazardous materials abatement that is needed during construction.
