Question Deadline 07/14/2025 at 2:00 PM ET Proposers may submit questions in writing to the Housing Authority, 2 Mill Ridge Road, Danbury Connecticut 06811, Attn: Lisa Gilchrist or e-mail: lgilchrist@hacdct.org. SCOPE OF WORK The successful proposer shall provide consultation, administration and technical services required to plan and manage modernization projects for the agency. This shall include, and not be limited to, preparation and submission of the Federal Capital Funds Program, plan, preparation and budgeting for the State-sponsored portfolio, strategic planning, portfolio assessment and recommendation for disposition, demolition, repositioning, review and recommendation of architects and engineers' construction drawings and specifications, and construction oversight and inspections. Must be familiar with and have a working knowledge of Fair Housing and ADA regulations and requirements, Federal, State, and Local Procurement Regulations, Equal Employment Opportunity, Davis- Bacon Wage and Prevailing Wage Rate Monitoring, and Section 3 Requirements and reporting. Must be familiar with the guidelines and requirements of the Public Housing Capital Funds Program, CHFA Standards of Design and Construction, Community Development Block Grant (CDBG) program, Environmental Review Process, and have the ability to seek out opportunities for grants and/or other funding and assistwith the application process. The successful proposer will report to a collaborative HACD team including Operations, Finance, and Procurement during various stages of each project. A. B. GENERAL 1. Provide Modernization Management and Planning Services in accordance with 24 CFR 905, The Public Housing Capital Funds Program, CHFA regulations and guidelines, any applicable regulations based on funding source, and HACD policies and procedures. 2. 3. 4. Development and implementation of annual and multi-year physical improvement plans, proposal writing, complex report preparation, budget preparation and implementation, cost analysis and modernization standards and construction contract supervision. Attend HACD Board of Commissioners meetings, as needed and other HACD or public meetings when requested to address issues associated with Modernization projects. Provide Clerk of the Works services and all aspects of construction management and oversight of ongoing modernization projects. REPORTS & ANALYSIS 1. Schedule Maintenance Reports & Analysis: prepare and distribute Schedule Reports during the Design and Construction Phases. The Reports shall compare the projected completion dates to scheduled completion dates of each separate Contract and to the Master Schedule for the Project. 2. 3. Project Cost Reports & Analysis: prepare and distribute Project Cost Reports during the Design and Construction Phases. The Reports shall compare actual project costs to the Project and Construction Budget. Project and Budget Revisions & Analysis: make recommendations concerning changes that may result in revisions to the Project and Construction Budget. Advise the agency as to what needs to be accomplished to meet all HUD requirements with regard to obligation and expenditure deadlines. Assist with annual requirements of reporting into HUD's EPIC system. 4. 5. 6. 7. 8. 9. Cash Flow Reports & Analysis: periodically prepare and distribute Cash Flow Reports during the Construction Phase. The Reports shall compare actual cash flow to planned cash flow. Progress Payment Reports: prepare and distribute the Progress Payment Reports. The Reports shall state the total contract price, payment to date, current payment requested, retainage, and amounts owed for the period. A portion of this Report shall be a recommendation of payment that shall be signed by the Modernization Specialist and delivered to the Housing Authority for use by the Housing Authority in making payments to the Contractor. Subcontractor and M/WBE Reports: project status report as required by M/WBE Participation Plan including Semi-Annual Reporting to federal, state, or local agencies as required. Change Order Reports & Analysis: provide comprehensive monthly change order reports during the Construction Phase that outline the change order metrics for all open jobs and for jobs completed over an extended period (e.g. rolling 12 months), in addition to change order reports that only report jobs on an individual basis. The reports shall list all HACD approved change orders, a brief description of the change order, the cost established in the change order and percent of completion of the change order. Budget, P/E, Cost Certifications: preparation and submissions of all final close-out documents, including the Final Performance and Evaluation Report, and the Actual Modernization Cost Certification, and other close out documents as required by regulatory agencies. Procurement Documentation: provide all documentation pertaining to the procurement of services for each Modernization project as the documentation becomes available. Documents may include, but not limited to, Independent Cost Estimates, Advertisements, All bid documents (IFB, RFP) including addendums and bid openings, Price Analysis, SAM/LPD, Contracts, Resolutions, Change Orders, and Contract Modifications. 10. C. All budgets, reports, analysis, and requests must be submitted in the format prescribed by regulatory agencies. Most forms are found online or contained within grant/contract documents.
