The City of Gibbon, Nebraska is soliciting qualifications from qualified engineering consulting firms to conduct upgrades to its wastewater treatment plant. This project includes evaluating the current system, prioritizing plant upgrades, adding disinfection capabilities and assessing the potential relocation of the discharge point to the Platte River. The engineering consultant(s) will: 3.1 Assess the current wastewater treatment plant, including the anaerobic lagoons and Sequential Batch Reactors, to determine any necessary upgrades and modifications. 3.2 Identify options and alternatives for adding disinfection capabilities and the potential relocation of the discharge point to the Platte River. 3.3 Provide detailed cost estimates and timelines for emergency repairs and permanent upgrades. 3.4 Evaluate the entire wastewater treatment system to identify any areas requiring updates, including operational or structural improvements. 3.5 Consult with city officials and stakeholders to ensure the project aligns with community needs, regulatory requirements, and environmental best practices. 3.6 Provide final design, bidding, construction phase services, and project closeout services. This includes overseeing the construction phase, ensuring adherence to design specifications, and providing project management support throughout construction. 3.7 Prepare comprehensive reports and presentations for the city council and other relevant bodies. 3.8 Assist in SRF Funding administration. 3.9 Assistance in land acquisition and permitting processes from local, state, and federal agencies.
