Site work for a mixed-use development in Groton, Connecticut. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.
**As of September 04, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** Redevelopment of Sutton Park including new walkway, playground equipment, EV charging stations, drainage improvements, new bathroom facility, and other improvements as shown on Contract Plans. A separate contract will provide improvements to the skate park. Each bidder must deposit, with his bid, security in the form of bid bond or certified check subject to the conditions provided in the Information for Bidders. The Town of Groton reserves the right to waive any formalities or to reject any or all bids. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The Town of Groton is An Equal Opportunity/Affirmative Action Employer. A. The Project will be constructed in a single phase under two separate contracts. Skate Park Contractor and General Park Contractor shall coordinate sequencing of construction with one another. B. Skate Park: The project consists of improvements to the existing skate park at the property known as Sutton Park. Work included, but not limited to, stormwater conveyance improvements, renovation and expansion to the existing skate park, installation of concrete walkways, retaining walls, railings, wayfinding signage, shade sails, pavilion, shade structure and erosion and sediment control measures shown and described in the Contract Documents. Skate Park project consists of all work from back of curb subject to limit of work described in the Contract Documents C. Park Improvements: The Project consists of improvements to the existing property known as Sutton Park and include, but not limited to; new and relocated parking areas, selective clearing and grubbing, stormwater conveyance improvements, construction of new bocce courts, construction of multi-use bituminous trail, new facilities building, nature based playground with synthetic safety surfacing and playground equipment, concrete walkways, boulder and timber steppers, new pavilion, site furnishes, construction of new basketball court with new surface coating on existing basketball court, installation of concrete walkways, retaining walls, railings, wayfinding signage, installation of trees, shrubs, plantings and seed mixes, park lighting, and temporary erosion and sediment control measures as shown and described in the Contract Documents. A. Identification devices specified in this section include the following: 1. Painted Identification Materials. 2. Plastic Pipe Markers. 3. Plastic Tape. 4. Underground-Type Plastic Line Marker. 5. Plastic Duct Markers. 6. Valve Tags. 7. Valve Schedule Frames. 8. Engraved Plastic-Laminate Signs. 9. Plastic Equipment Markers. 10. Plasticized Tags. B. Mechanical identification furnished as part of factory-fabricated equipment, is specified as part of equipment assembly in other Division-23 sections. C. Refer to Division-26 sections for identification requirements of electrical work; not work of this section. A. Extent of mechanical insulation required by this section is indicated by requirements of this section. B. Types of mechanical insulation specified in this section include the following: 1. Plumbing Systems Insulation: a. Fiberglass. A. Identification devices specified in this section include the following: 1. Painted Identification Materials. 2. Plastic Pipe Markers. 3. Plasticized Tags. B. Mechanical identification furnished as part of factory-fabricated equipment, is specified as part of equipment assembly in other Division-15 sections. C. Refer to other Division-23 sections for identification requirements at central-station mechanical control center; not work of this section. D. Refer to Division-26 sections for identification requirements of electrical work; not work of this section. A. Types of ductwork accessories required for project include the following: 1. Dampers. a. Low pressure manual dampers. b. Control dampers. c. Counterbalanced relief dampers. 2. Fire and smoke dampers. 3. Turning vanes. 4. Duct hardware. 5. Duct access doors. 6. Flexible connections. B. Refer to other Division-23 sections for testing, adjusting, and balancing of ductwork accessories; not work of this section. A. The following drawings indicate the work required for this Division of Work: All Drawings associated with this project. All other contract drawings and specifications associated with the project. B. Certain items of work pertaining to the work of this Division are provided under other Divisions of the Specification. These include, but are not limited to the following: 1. Excavating and backfilling for underground primary and secondary electric, telephone, television, and other building services provided under this Division. 2. Concrete work for equipment bases, transformer and switching pads, etc. 3. Installation of access doors in finished construction. 4. Installation of pipe sleeves in walls and floors. 5. Framing of openings in walls, floors, roof. 6. Chases, soffits, furred spaces required to conceal work of this Division. C. Materials furnished under other Divisions and installed and/or wired by this Division include, but are not limited to: 1. Mechanical Equipment. 2. Temperature Controls. 3. Sprinkler tamper and flow switches and accessories. 4. Miscellaneous architectural items such as overhead doors, projection screens, kitchenette units, etc. 5. Elevator equipment, including power for machine and controls, trail cable, receptacle and telephone outlet(s) in equipment room, light and receptacle in pit(s). D. Complete Utility connections as indicated or needed, extension to Project, metering as required, and connection to building systems. This work includes: 1. Apply for all services and pay for all fees, assessments, and charges of the Utility for each connection, all in a timely manner and according to the Project Schedule. 2. Provide and install all metering and accessories as required by Utility, make entire service in accordance with the Utility's requirements or other applicable regulation. 3. All necessary coordination with Utility to determine scope of work provided by Utility and part provided by Contractor so that a complete Utility connection is made. E. Participate in coordination of Mechanical and Electrical installations. Provide additional coordination drawings, as directed by Architect, in areas of potential interferences. F. All work shall comply with applicable codes and regulations, including, but not limited to the following: 1. 2022 Connecticut Building, Fire Safety, and Health Codes, as amended, including all codes, standards and regulations referenced therein. 2. Requirements of Local, State, and Federal authorities having jurisdiction over the Work. 3. Current regulations of the Occupational Safety and Health Administration (OSHA). 4. Requirements of affected Public Utility Companies. 5. Special requirements set down by the Owner, the Owner's Insurance Carrier, or other concerned entities. 6. NFPA 70- 2020, National Electrical Code. Contractor shall conform to the latest State of Connecticut approved NFPA 70, codes. Supply, install, and wire complete any devices or equipment required by code indicated or excluded. 7. Contractor shall supply temporary power sufficient to carry the load of the building(s) to be renovated. Provide temporary lighting and power in conformance to OSHA regulations. Work under this Section includes, but is not necessarily limited to, furnishing of all labor, materials, appliances, equipment, tools, transportation, superintendence and services and performing all operations required to construct and install, complete and operative, the electrical work and systems described and/or specified in this Section. A. Furnish and install lighting fixtures, lighting equipment and lamps and/or tubes for all lighting outlets as shown on the plans and listed on the fixture schedule. B. Furnish and install all mounting accessories, brackets, stems, etc., required for the complete installation of the lighting fixtures. C. Suitable factory cuts, drawings, or photographs (and such samples as may be required) with full description data on all fixtures shall be submitted for approval, copy of faxes will not be acceptable. A. Testing and adjusting of electrical systems. B. Certification and Demonstration of system operations and performance. C. Owner Instruction. D. Operations and Maintenance Manuals. E. "As-Built" Drawings. A. This section specifies administrative and procedural requirements for manufactured sand-based structural soils including, but not limited, to the following 1. Evaluation of rough subgrade water infiltration 2. Planting soil material acquisition 3. Testing and analysis for specification conformance. 4. Inspection and testing of subgrade for preparation of subgrade. 5. Preparation of mixes and testing for conformance. 6. Installation and placement of soils. 7. Decompaction of soils. 8. Final in-place testing of soils. 9. Coordination with other contractors. 10. Clean-up. B. References to other Sections are given that would duplicate provisions in this Section.
