Renovation of a water / sewer project in Downers Grove, Illinois. Completed plans call for the renovation of a water / sewer project.

The work covered under this project is provide detailed specifications for bidding of the repair and recoating of the interior and exterior of this structure, and provide all inspections and construction management of the project. The Village Council reserves the right to accept or reject any and all bids/proposals, to waive technicalities and to accept or reject any item of any bid/proposal. Anticipated Award Date: August 12, 2025 No oral or telephone interpretations of specifications shall be binding upon the Village. All requests for interpretations or clarifications shall be made in writing and received by the Village at least five (5) business days prior to the date set for receipt of Proposals. Question Deadline 07/21/2025 Scope of Services Consultants to develop, and submit to the Village, a detailed scope of services and methodology to complete the Village's objectives for the water tower painting project. The Village has identified a general scope of services as described below. These services must be managed by a licensed professional engineer that is experienced with water tower inspection work. The Consultant shall clearly describe the specific services to be provided and the deliverables that will be submitted to the Village. PHASE 1. Consultant shall provide the following deliverables during Phase 1: 1. Review the Inspection Report. The addition of a new cathodic protection system will need to be added to the scope of work. Currently there is not a cathodic protection system present. The Village does wish to move forward with adding a submersible mixing system. 2. Review and record existing cable routing and support brackets, antenna mounting. Recommend changes (if needed) to maximize the number of cables and antennas that can be mounted on this tank and improve the aesthetic look of the cables and antennas mounted on this tower PHASE 2. Consultant shall perform construction management services during Phase 2 of the project. Consultant shall provide the following deliverables during Phase 2: 1. Review Contractor Submittals and Shop Drawings: The Consultant's Engineering Project Manager will review all contractor submittals for accuracy and make recommendations to the Village for action. 2. Conduct Pre-Construction and Monthly Progress Meetings: Supplying typed meeting notes in a timely manner for each meeting. 3. Provide Resident Inspector for Construction: Consultant must have a qualified inspector complete inspections of the metal and welding improvements, sandblasting phase of construction, and all painting work. It is anticipated that approximately 70 days of inspection will be necessary for this project. Throughout the duration of the project, the Village requires written daily progress reports when work is occurring. The reports shall address, at a minimum, the following items: o Temperature of steel o Weather conditions Temperature Wind velocity and direction Relative humidity Dew point o Location and quality of work performed and compliance with the project documents o Paint batch numbers o Surface profile o Wet and dry film thickness readings o Calibration record of dry mil thickness gauge o Measure of the paint cure o Number of personnel and equipment on the job INTENT AND GENERAL INFORMATION The Village of Downers Grove (Village) is seeking a qualified professional engineering firm ("Consultant") to submit a Proposal to review the April 2025 inspection report of the Village's Summit Water Tower - 500,000 gallon legged ellipsoidal tank, provide detailed specifications for bidding of the repair and recoating of the interior and exterior of this structure, and provide all inspections and construction management of the project. The Village intends to utilize corporate funds for the tank rehabilitation contract and engineering work. Currently the tank contains equipment for one cellular company (T-Mobile), one private radio company, and cables and antennasfor emergency communications and water meter billing mounted on this tower. It will be the responsibility of the Consultant to coordinate and provide all inspections of the removal and re-installation of the existing cables and antennas. The Village will work with the Consultant asrequired to get this work completed. All mounting brackets, hardware, and cable runs will need to be reviewed, and a new layout for antennas and cable runs designed and implemented. Recommendations and drawings will need to be completed to improve the current installation of both the cables and antennas. This property is also shared with the Downers Grove Fire Department. Communication with the Village and the Fire Department must take place during the engineering and construction phase to avoid disturbing Fire Department operations. KLM Engineering performed a maintenance inspection of the storage tank in April, 2025 and this report is attached for use to assist with creating the bidding specifications ("Engineering Report"). Summit Water Tower is located at 1037 Summit St, Downers Grove, IL 60515. The bid documents for the repair and repainting work must be completed for advertisement no later than October 15, 2025. It is anticipated that the repair work shall begin in March/April 2026.
